April 28, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 28, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of April 13, 2026, of a Called Meeting of April 14, 2026, and of a Regular Meeting <br />of April 14, 2026, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation to the Churchland High School Indoor Track and Field Team. <br /> <br /> <br /> Schwanzetta Williams, President of the Portsmouth Alumni Chapter of Delta Sigma <br />Theta, spoke on Delta Day. <br /> <br /> <br /> Mayor Glover recognized those with the Pivot for Peace initiative. <br /> <br />- Public Hearings - <br /> <br />26-107 Public hearing to solicit citizen comments on the Community Development <br /> Block Grant (CDBG) Annual Action Plan. <br /> <br />There were no speakers. <br /> <br />26-108 (a) Public hearing to consider the Annual Operating Budget for FY2027. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked that City Council consider <br /> allowing for virtual participation. <br /> <br />2. Tiffany Stuart, 3704 Winchester Drive, asked that funding for twenty-two fire fighter <br /> positions be reinstated in the budget. <br /> <br />3. Garland Alexander, 2913 Tanbark Lane, thanked City Council for the consensus to <br /> increase the stipend for supplemental retirees. <br /> <br /> (b) Public hearing on the recommended 2027-2031 Capital <br /> Improvement Program. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his opposition to the <br /> proposed relocation of the Cradock fire station. <br /> <br /> Vice Mayor Moody asked what the plans would be for the skate park if the fire station <br /> <br />is moved to the that location. <br /> <br />2. David House, P. O. Box 3002, voiced his concern with the proposed location of the <br /> Cradock fire station. <br /> <br /> (c) Public hearing on proposed changes to Rates and Levies for the <br /> Fiscal Year ending June 30, 2027. <br /> <br /> <br /> <br /> <br /> <br /> <br />
