April 14, 2026 <br /> <br />26-99e: <br /> <br />Adoption of an ordinance accepting Four-For-Life funds in the amount of <br />$76,130.08 from the Virginia Department of Health, Office of Emergency Medical <br />Services and appropriating said amount in the FY 2026 Grants Fund for use by <br />PFRES for eligible equipment, supplies, and training. <br /> <br />Background: <br /> <br /> The Department of Health, Office of Emergency Medical Services administers the <br />Four-For <br />-Life Program. The funds for this program are obtained from a Virginia Code requirement <br />to collect four additional dollars at the time of registration of each passenger vehicle, <br />pickup or panel truck. <br /> <br /> Under the Program, twenty-six percent of the registration fees collected are <br />returned to the localities where the vehicles were registered. <br /> <br /> Program funds can only be used for emergency medical services. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report of <br />expenditures to the Department of Health, Office of Emergency Medical Services by the <br />end of this fiscal year. <br /> <br /> Funds will be used to purchase EMS equipment and supplies needed to sustain <br />and improve direct provision of patient care, and to enhance the training and education <br />of PFRES EMS personnel. <br /> <br />Financial impact: <br /> <br /> No local cash match or in-kind service is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES will proceed with the necessary purchase of EMS equipment, supplies and <br /> <br />training for PFRES EMS personnel only. <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDS IN THE AMOUNT OF <br />$76,130.08 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF <br />EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2026 GRANTS FUND FOR USE BY PFRES FOR ELIGIBLE EQUIPMENT, <br />SUPPLIES, AND TRAINING.” <br /> <br />26-99f: <br /> <br />Adoption of an ordinance accepting funding in the amount of $1,500,000 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2026 Behavioral Healthcare Service Fund for <br />adult competency restoration services. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services (BHS) has <br />received a reimbursement grant in the amount of not to exceed $1,500,000 from the <br />Virginia Department of Behavioral Health and Developmental Services for adult <br />competency restoration services. <br /> <br /> BHS provides adult competency restoration services to adult defendants in the <br />community or who are incarcerated in correctional settings upon receipt of a court order <br />from a criminal court. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
