March 10, 2026 <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services will receive <br />$33,235 in funding from the Virginia Crisis Intervention Team Coalition for the Portsmouth <br />Crisis Intervention Team Program. <br /> <br />Discussion: <br /> <br /> Eligible uses of the funding include: <br /> Costs related to local Crisis Intervention Team (CIT) trainings <br />o <br /> Funding professional development opportunities for Portsmouth CIT instructors <br />o <br />and stakeholders <br /> Funding stakeholder recognition activities and events <br />o <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $33,235 FROM THE <br />VIRGINIA CRISIS INTERVENTION TEAM COALITION AND APPROPRIATING SAID <br />FUNDS IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE IN <br />FURTHERANCE OF THE PORTSMOUTH CRISIS INTERVENTION TEAM <br />PROGRAM. <br />” <br /> <br />26-72b: <br /> <br />Adoption of an ordinance accepting $4,250,000 from the state general fund and <br />appropriating said amount to the Sewer Pump Station Improvements project in the <br />FY 2026 Capital Improvement Fund Budget for sanitary sewer pump station <br />upgrades. <br /> <br />Background: <br /> <br /> In 2025, the Virginia General Assembly allocated $4,250,000 of general fund <br />money to the City for sanitary sewer pump station upgrades. <br /> <br /> The funding needs to be appropriated to the Capital Improvement Fund. <br /> <br />Discussion: <br /> <br /> This funding will be used to improve the condition of the City’s sanitary sewer pump <br />stations. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
