March 10, 2026 <br /> <br />26-72c: <br /> <br />Adoption of a resolution authorizing the Norfolk Redevelopment and Housing <br />Authority to provide and administer Project Based Vouchers at Ansell Apartments <br />in accordance with Section 36-23 of the Code of Virginia. <br /> <br />Background: <br /> <br />th <br /> On March 10, City Council will consider an application for a Use Permit to <br />construct thirty-nine affordable multifamily units at 2216 and 2220 Waldron Avenue as <br />part of the Ansell Gardens Apartments development. <br /> <br /> Community Housing Partners Corporation, the developer, responded to a <br />solicitation issued by Norfolk Redevelopment and Housing Authority (“NRHA”) for <br />issuance of project-based vouchers (“PBVs”) and was awarded nine PBVs. <br /> <br /> PBVs provide rental assistance that is tied to specific units within an affordable <br />housing development. <br /> <br /> Section 36-23 of the Code of Virginia authorizes housing authorities such as NRHA <br />to operate in another locality only upon a finding by the locality’s governing body that the <br />activity is necessary to remedy a shortage of safe or sanitary dwelling accommodations. <br /> <br />Discussion: <br /> <br /> The resolution presented for City Council’s consideration will authorize NRHA to <br />provide and administer the nine PBVs at the Ansell Gardens Apartments. The resolution <br />will not authorize NRHA to undertake any other operations within Portsmouth. <br /> <br /> The Portsmouth Redevelopment and Housing Authority (“PRHA”) has issued a <br />letter consenting to the project-basing of the PBVs at Ansell Gardens Apartments by <br />NRHA. <br /> <br /> The proposed resolution would also authorize any other public housing authority <br />to provide and administer PBVs at any existing or proposed affordable housing <br />development within Portsmouth that has received an award of low income tax credits from <br />the Virginia Housing Development Authority, subject in each case to the approval of <br />PRHA (the approval of PRHA is required by both federal and state law). <br /> <br /> The purpose of the resolution is to increase the available tools to provide affordable <br />housing at low income housing tax credit developments within Portsmouth. <br /> <br />Financial impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed resolution. Strategic Pillar #4: Safe, Connected, and <br />Thriving Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The adopted resolution would be provided to Community Housing Partners <br />Corporation so that the PBVs can be issued and administered by NRHA. <br /> <br />“RESOLUTION AUTHORIZING THE NORFOLK REDEVELOPMENT AND HOUSING <br />AUTHORITY TO PROVIDE AND ADMINISTER PROJECT BASED VOUCHERS AT <br />ANSELL APARTMENTS IN ACCORDANCE WITH SECTION 36-23 OF THE CODE OF <br />VIRGINIA. <br /> <br />WHEREAS, <br /> City Council has granted Community Housing Partners Corporation a <br />Use Permit to construct up to thirty-nine (39) affordable multifamily units at 2216 and 2220 <br />Waldron Avenue in the City of Portsmouth (the “Development”); and <br /> <br />WHEREAS, <br /> the Norfolk Redevelopment and Housing Authority (“NRHA”) has <br />awarded project-based vouchers (PBVs) to provide rental assistance for housing units <br />within the Development; and <br /> <br />WHEREAS, <br /> provision of the PBVs will increase affordability of units within the <br />Development; and <br /> <br /> <br /> <br /> <br /> <br />
