March 10, 2026 <br /> <br />WHEREAS, <br /> the Portsmouth Redevelopment and Housing Authority (“PRHA”) has <br />consented to NRHA’s provision and administration of the PBVs at the Development; and <br /> <br />WHERES, <br /> City Council desires to support and encourage the provision of the <br />PBVs for the purpose of increasing the supply of affordable housing; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that: <br /> <br />1. It finds that there exists a shortage of safe or sanitary dwelling <br />accommodations in the city of Portsmouth available to persons of low income at rentals <br />they can afford, which conditions can best be remedied in part through the exercise of <br />NRHA’s powers within the city of Portsmouth by providing PBVs for units within the <br />Development, as permitted under Section 36-23 of the Code of Virginia; <br /> <br />2. In accordance with Section 36-23 of the Code of Virginia, NRHA is <br />authorized to provide and administer PBVs to the Development; <br /> <br />3. It further approves the issuance and administration of PBVs by any other <br />public housing authority to existing or proposed affordable housing developments within <br />Portsmouth that have received an award of low income housing tax credits from the <br />Virginia Housing Development Authority, subject in each case to advance approval by <br />PRHA; and <br /> <br /> <br />4. This Resolution shall take effect on the date of its adoption.” <br /> <br />26-72d: <br /> <br />Adoption of a resolution authorizing the negotiation of an Interim Agreement <br />pursuant to the City Hall/Parking Garage PPEA proposal. <br /> <br />Background: <br /> <br /> On June 27, 2025, the City received an unsolicited PPEA Proposal for the <br />construction of a new City Hall and Parking Garage at 220 County Street (the “Proposal”). <br /> <br /> On September 23, 2025, the City Manager issued a letter preliminarily accepting <br /> <br />the Proposal for the purpose of publication and conceptual phase consideration. <br /> <br /> In accordance with the City’s PPEA Guidelines, the preliminary acceptance <br />triggered the requirement to advertise the Proposal in the newspaper, on the eVA <br />procurement website, and on the City website for the purpose of soliciting competing <br /> <br />proposals. <br /> <br /> Competing proposals were solicited from September 25, 2025 through December <br /> <br />2, 2025. No competing proposals were submitted. <br /> <br />Discussion: <br /> <br /> City Staff has performed a conceptual review of the Proposal and the City Manager <br />provided a briefing on the Proposal at the February 9, 2026 Public Work Session. <br /> <br /> A Public Hearing to provide public comment on the Proposal will be held on March <br />10, 2026. <br /> <br /> If City Council desires to have staff continue with review of the Proposal, the next <br />step under the PPEA Guidelines would be the negotiation of an Interim Agreement. <br /> <br /> The Resolution proposed for City Council consideration would authorize the City <br />to proceed with this task. <br /> <br /> An Interim Agreement would require the proposers to perform the additional work <br />necessary to develop 35% plans. The City would compensate the proposers for the work. <br /> <br /> The draft Interim Agreement would be presented for City Council review. A <br />subsequent City Council Resolution would be required to authorize the execution of any <br />Interim Agreement. <br /> <br />Financial impact: <br /> <br /> None at this time. <br /> <br /> <br /> <br /> <br /> <br />
