The <br />amendment proposes to rename the District from Innovation to <br />LINC District and redefine the list of permitted land uses, align <br />zoning classifications with desired mixed use development <br />patterns to include residential, commercial and cultural activities, <br />and to include prescriptive design standards for landscaping, <br />parking, signage, etc. reflective of design quality standards <br />envisioned in the Innovation District Master Plan. <br /> <br />1. Tony Goodwin, 900 High Street, asked that other types of businesses be considered <br />for the matrix. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDAINING CHAPTER 40.2 (ZONING) OF THE <br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, INCLUDING SECTIONS 40.2-208 <br />(OVERLAY ZONING DISTRICTS), 40.2-213 (COMMERCIAL USES), 40.2-214 <br />(INDUSTRIAL USES), AND 40.2-217 (USE-SPECIFIC STANDARDS), AND TABLES <br />40.2-208 AND 40.2-216, FOR THE PURPOSE OF NAMING THE LINC OVERLAY <br />DISTRICT AND REVISING THE ZONING STANDARDS APPLICABLE THERETO.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />Consent Agenda: <br /> <br />26-43a: <br /> <br />Adoption of an ordinance accepting Adult Services funding in the amount of $3,500 <br />from the Virginia Department of Social Services and appropriating said amount in <br />the FY 2026 Social Services Fund for use by DSS. <br /> <br />Background: <br /> <br /> Adult services are provided to an adult with an impairment, as defined in §51.5- <br />144 of the Code of Virginia, to assist the adult to remain in his or her own home and to be <br />as independent as possible for as long as possible. <br /> <br />Discussion: <br /> <br /> The provision of adequate services decreases the risk of institutional placement, <br />decreases overall costs for long-term care in the Commonwealth, and ensures that <br /> <br />appropriate services are provided to maximize self-sufficiency. <br /> <br /> Portsmouth Social Services has requested additional funding in the amount of <br />$3,500 to provide services to those persons that meet eligibility requirements for the <br /> <br />program. <br /> <br /> The funds will be used for heavy home maintenance chores, purchase of <br />homemaker services, guardianship support services, home based companion services, <br />and emergency shelter. <br /> <br /> <br /> <br /> <br />
