February 10, 2026 <br /> <br />Financial Impact: <br /> <br /> The funding requires a local match of 20%, which match has previously been <br />appropriated to the FY 2026 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING ADULT SERVICES FUNDING IN THE AMOUNT OF <br />$3,500 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR <br />USE BY DSS. <br />” <br /> <br />26-43b: <br /> <br />Adoption of an ordinance accepting respite care funding in the amount of $2,070 <br />from the Virginia Department of Social Services and appropriating said amount in <br />the FY 2026 Social Services Fund for direct supervision of children by respite care <br />providers. <br /> <br />Background: <br /> <br /> The Department of Behavioral Healthcare Services (BHS) was originally awarded <br />FY 2026 Specialty Dockets Grant funding in the amount of $104,926.09 by the Office of <br />the Executive Secretary at the Supreme Court of Virginia. That sum was appropriated by <br />City Council through Ordinance 2026-07 adopted on January 13, 2026. <br /> <br /> BHS has subsequently been notified that the FY 2026 funding award has been <br />increased to $140,000. It is therefore necessary to appropriate an additional $35,073.91. <br /> <br /> The funding is used to support behavioral health treatment, case management, <br />and administrative functions associated with the Portsmouth Adult Recovery Court. <br /> <br />Discussion: <br /> <br /> Acceptance of this funding will allow PBHS to maintain and enhance critical <br />treatment and case management services for participants in the Adult Recovery Court. <br />The funding supports: (1) behavioral health treatment coordination and case <br />management services; (2) required program reporting and documentation; (3) personnel <br />costs for the case manager and legal secretary; (4) data entry, performance <br />accountability, and compliance with OES requirements; (5) continuity of services intended <br />to reduce recidivism and support participant recovery; and (6) compliance with state and <br />federal grant conditions. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 25% is required as a condition of the funding, <br />which match has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL SPECIALTY DOCKETS GRANT FUNDING <br />IN THE AMOUNT OF $35,073.91 FROM THE OFFICE OF THE EXECUTIVE <br />SECRETARY AT THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID <br />FUNDS IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE IN <br />CONNECTION WITH THE PORTSMOUTH ADULT RECOVERY COURT. <br />” <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the Consent Agenda, <br />and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
