February 10, 2026 <br /> <br />(a) The development shall be in substantial compliance with the concept plan <br />entitled “SAFSTOR-AIRLINE OVERALL SITE PLAN C2.00” prepared by ARCO <br />Design/Build and Scout & CO. Engineering, P.C. revised December 8, 2025, except <br />where modifications may be required to comply with all applicable local, state, and federal <br />codes and regulations. <br /> <br />(b) The development shall be in substantial compliance, including with respect <br />to building design and construction materials, with the concept exterior elevations titled <br />“SAFSTOR AIRLINE SCHEMATIC ELEVATIONS 2-01” prepared by ARCO Design/Build <br />and 142 (one four two) Architecture dated December 8, 2025, except where modifications <br />may be required to comply with all applicable local, state, and federal codes and <br />regulations. <br /> <br />(c) Landscaping shall be installed, at a minimum, in substantial compliance with <br />the landscape plan titled “SAFSTOR-AIRLINE OVERALL LANDSCAPE PLAN” prepared <br />by ARCO Design/Build and Scout & CO. Engineering, P.C. revised December 8, 2025, <br />subject to minor modifications required to comply with all applicable local, state, and <br />federal codes and regulations. This condition is not intended to preclude additional <br />landscaping beyond that shown in the aforesaid landscaping plan, so long as the <br />additional landscaping does not violate any applicable codes or regulations. <br /> <br />(d) The owner or operator of the development shall install and maintain a <br />minimum twenty (20) foot vegetative buffer adjacent to all adjoining residential property <br />in accordance with a Type D Option 1 landscape buffer as outlined in Zoning Ordinance <br />Section 40.2-304(E) and retain as much of the existing mature vegetation as possible. <br /> <br />(e) The development shall comply and maintain compliance with the use- <br />specific standards for self-service storage facilities in Zoning Ordinance Section 40.2- <br />217(H)(1)(b). <br /> <br />(f) Prior to initially operating the development, the owner and/or operator shall <br />install and maintain digital video equipment with recording capabilities sufficient to <br />indicate the date and time that the recording is made. The recording shall provide <br />surveillance coverage encompassing the front, side, and rear exteriors of the <br />development for 24 hours a day, 7 days a week. Recorded data must be maintained in <br />a condition permitting review of the information for a period of no less than thirty 30 days. <br /> <br />(g) The development shall be constructed in compliance with all applicable <br />codes, ordinances and regulations of federal, state, and local government, and all <br />required licenses and permits shall be obtained prior to construction and remain in effect <br />during the operation of the development. <br /> <br />(h) All taxes/fees associated with the property shall be paid when due, as <br />determined by the City Treasurer. <br /> <br />(i) Without limitation, this Use Permit is subject to Section 40.2-533(K) of the <br />Zoning Ordinance, which provides that this Use Permit may automatically expire and <br />become void if certain conditions set forth therein are not satisfied within two (2) years of <br />the date of approval by City Council. <br /> <br />(j) In accordance with Zoning Ordinance Section 40.2-533(L), this Use Permit <br />may be revoked by City Council after conducting a public hearing. This Use Permit may <br />be revoked if Council finds: <br /> <br />(i) The Use Permit was obtained or extended by fraud or deception; <br />(ii) The applicant has failed to comply with one or more of the conditions of <br />approval; <br />(iii) There is a change in conditions affecting the public health, safety, and <br />welfare since adoption of the Use Permit; or <br />(iv) There are repeated violations of \[the Zoning Ordinance\] by the holder of the <br />Use Permit, related to the development approved by the Use Permit. <br /> <br /> <br /> <br /> <br /> <br />
