January 27, 2026 <br /> <br />Financial Impact: <br /> <br /> Subject to appropriation, the City would commit to reimburse EDA 50% of its costs <br />for the solicitation of a developer for the Crawford Bay site, up to an amount not to exceed <br />$500,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The City Manager will execute the Cooperation Agreement. <br /> <br />1. Donna Biggs, 3104 Garland Drive, had several questions regarding the Economic <br /> Development Authority. <br /> <br />2. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked why City Council would <br /> deviate from its standard operating procedures by requiring a cooperation <br /> agreement for this project. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE A COOPERATION AGREEMENT WITH THE <br />ECONOMIC DEVELOPMENT AUTHORITY IN FURTHERANCE OF THE PUBLIC <br />SOLICITATION OF DEVELOPERS FOR THE CRAWFORD BAY SITE. <br /> <br />WHEREAS <br /> , the Crawford Bay site is one of the most attractive development sites <br />in the Hampton Roads area; and <br /> <br />WHEREAS, <br /> City Council conclusively finds and determines that the private <br />development of the Crawford Bay site will result in increased real estate tax revenue, as <br />well as increased employment opportunities and available housing stock, and is therefore <br />in the public interest; and <br /> <br />WHEREAS, <br /> the Economic Development Authority of the City of Portsmouth, <br />Virginia intends to begin the process of soliciting a developer for the site and a <br />Cooperation Agreement has been prepared to govern the respective responsibilities of <br />City Council and EDA during the solicitation process; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby approves the Cooperation Agreement in substantially the form <br />attached hereto as Exhibit A and authorizes the City Manager to execute the Cooperation <br /> <br />Agreement on behalf of the City.” <br /> <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />26 - 28 - Adoption of a resolution to adopt the City of Portsmouth 2026-2030 <br />Strategic Pillars. <br /> <br />Background: <br /> <br /> City Council and City Management have worked to develop a strategic direction <br />for the City. <br /> <br />th <br /> At the Work Session held on January 13, 2026, the City Manager presented a <br />draft document outlining the “Strategic Pillars” that have been developed. <br /> <br />Discussion: <br /> <br /> The Strategic Pillars are: (1) “Get Stuff Done” (major initiatives); (2) Financial & <br />Operational Excellence; (3) Economic Growth & Citywide Revitalization; (4) Safe, <br />Connected, and Thriving Community; and (5) Education, Workforce & Partnerships for <br />the Future. <br /> <br /> <br /> <br /> <br /> <br />
