January 27, 2026 <br /> <br /> <br /> The goal is prioritizing reuniting children with their families, but when that’s not <br />possible, Portsmouth Department of Social Services (PDSS) will try to find a kinship <br />caregiver or adoptive family. <br /> <br /> <br />Discussion: <br /> <br /> Funds are allocated quarterly based on the total number of kinship placements <br />recorded by PDSS. <br /> <br /> <br /> Funds are to assist with expenses related to supporting kinship resource parents. <br /> <br /> New kinship support funding earned during September 1, 2025 – November 30, <br />2025, was $750. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5%, which match has previously <br />been appropriated in the FY 2026 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />1. She also wanted to know the number of families needing <br /> funding. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING KINSHIP SUPPORT FUNDS IN THE AMOUNT OF $750 <br />FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND TO SUPPORT KINSHIP <br />RESOURCE PARENTS. <br />” <br /> <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />26 - 27 - Adoption of a resolution to approve a Cooperation Agreement with the <br />Economic Development Authority regarding the public solicitation of developers <br />for the Crawford Bay site. <br /> <br />Background: <br /> <br /> The Crawford Bay site is one of the most attractive development sites in the <br />Hampton Roads area. <br /> <br /> The Economic Development Authority intends to issue a public solicitation for the <br />development of the Crawford Bay site. <br /> <br /> The solicitation process is anticipated to involve community engagement sessions, <br />the issuance of a Request for Qualifications, the issuance of a Request for Proposals, <br />and the final selection of a developer. <br /> <br />Discussion: <br /> <br /> The proposed Cooperation Agreement: (1) authorizes the conveyance of three <br />parcels of land by the City to EDA (the former Visitor Center site, the former Portside site, <br />and the Harbor Tower Garage site); (2) confirms the establishment of a Project <br />Committee to have primary oversight of the selection process; (3) provides that the final <br />selection of a developer must be approved by City Council and EDA; and (4) provides for <br />City reimbursement of 50% of the EDA’s costs related to the solicitation process, up to a <br />maximum of $500;000. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
