January 13, 2026 <br /> <br />Background: <br /> <br /> The Universal Service Schools and Libraries Program, commonly known as the E- <br />Rate Program, helps ensure that schools and libraries can obtain telecommunications <br />and Internet access at affordable rates. <br /> <br /> The E-Rate Program provides discounts on eligible telecommunications and <br />internet access equipment, products and services for eligible schools and libraries. <br /> <br /> E-Rate funds have served as a means of keeping library technology and e-services <br />current. <br /> <br />Discussion: <br /> The Department of Libraries has received E-Rate program funds from Cox <br /> <br />Enterprises in the amount of $23,978. The Department will use the funds in compliance <br />with Federal Communications Commission standards. <br /> <br />Financial Impact <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />“ORDINANCE ACCEPTING UNIVERSAL SERVICE SCHOOLS AND LIBRARIES (E- <br />RATE) PROGRAM FUNDS IN THE AMOUNT OF $23,978 FROM COX ENTERPRISES <br />AND APPROPRIATING SAID SUM IN THE FY 2026 GENERAL FUND FOR USE BY <br />THE DEPARTMENT OF LIBRARIES.” <br /> <br />26 - 13 - Adoption of an ordinance accepting an allocation of $123,630 from the <br />State Compensation Board Technology Trust Fund and appropriating said amount <br />in the FY 2026 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office <br />to fund technology maintenance and improvements. <br /> <br />Background: <br /> <br /> The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist in <br />paying for records management systems/indexing systems and hardware/software <br />maintenance costs. <br /> <br /> It is also utilized to pay for maintenance fees associated with the secure remote <br />access to the land records and court records. The primary vendors are the Supreme <br />Court of Virginia and Logan Systems Incorporated. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court has agreed to all of the services and reports required by <br />this grant. <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to pay vendors for service. <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $123,630 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS. <br />” <br /> <br /> <br /> <br /> <br /> <br /> <br />
