January 13, 2026 Background:  The Universal Service Schools and Libraries Program, commonly known as the E- Rate Program, helps ensure that schools and libraries can obtain telecommunications and Internet access at affordable rates.  The E-Rate Program provides discounts on eligible telecommunications and internet access equipment, products and services for eligible schools and libraries.  E-Rate funds have served as a means of keeping library technology and e-services current. Discussion: The Department of Libraries has received E-Rate program funds from Cox  Enterprises in the amount of $23,978. The Department will use the funds in compliance with Federal Communications Commission standards. Financial Impact  No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will complete the necessary budget adjustment. “ORDINANCE ACCEPTING UNIVERSAL SERVICE SCHOOLS AND LIBRARIES (E- RATE) PROGRAM FUNDS IN THE AMOUNT OF $23,978 FROM COX ENTERPRISES AND APPROPRIATING SAID SUM IN THE FY 2026 GENERAL FUND FOR USE BY THE DEPARTMENT OF LIBRARIES.” 26 - 13 - Adoption of an ordinance accepting an allocation of $123,630 from the State Compensation Board Technology Trust Fund and appropriating said amount in the FY 2026 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund technology maintenance and improvements. Background:  The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist in paying for records management systems/indexing systems and hardware/software maintenance costs.  It is also utilized to pay for maintenance fees associated with the secure remote access to the land records and court records. The primary vendors are the Supreme Court of Virginia and Logan Systems Incorporated. Discussion:  The Clerk of Circuit Court has agreed to all of the services and reports required by this grant. Financial impact:  There is no local cash match required. Recommended Action:  Adoption of the proposed ordinance.
