January 13, 2026 Discussion:  The City Council must adopt an ordinance to accept and appropriate the funding.  The grant will help fund the Social Media Coop ongoing paid social media advertising programs.  The Department of Museums and Tourism will implement the program as submitted and adhere to all guidelines and terms and conditions of the grant.  The Department must provide a final report to the Virginia Tourism Corporation. Financial impact:  This is a reimbursement grants and the City will need to spend the 1:1 match and submit all required reporting before the reimbursement is issued. The local match has previously been appropriated in the FY 2026 General Fund Budget. Recommended Action:  Adoption of the ordinance.  The City CFO will create a budget code for future received grants. “ORDINANCE ACCEPTING A “VACATION STARTS WITH VA” MMLP CO-OP PROGRAM GRANT IN THE AMOUNT OF $1,250 FROM THE VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT TO THE FY 2026 GRANTS FUND FOR USE BY THE DEPARTMENT OF MUSEUMS AND TOURISM FOR MARKETING. ” 26 - 11 - Adoption of an ordinance accepting funding in the amount of $53,623 from the Virginia Office of Children’s Services and appropriating said funds in the FY 2026 Social Services Fund for Children’s Services Act administrative costs. Background:  The Children’s Services Act (CSA) is the name for a law enacted in 1993 that establishes a single state pool of funds to purchase services for at-risk youth and their families.  The state funds, combined with local community funds, are managed by local interagency teams who plan and oversee services to youth. Discussion:  Each locality submits an administrative budget plan to receive its allocation of the total administrative costs.  The funds are utilized for allowable FY 2026 expenditures for the operation of the CSA program.  The Department of Education (DOE) is the fiscal agent for the CSA. Financial Impact:  A local match in the amount of 26.05% is required as a condition of the funding. The local match has been previously appropriated as part of the FY 2026 Social Services Fund Budget. Recommended Action:  Adoption of the ordinance.
