January 13, 2026 <br /> <br />Discussion: <br /> <br /> <br /> The City Council must adopt an ordinance to accept and appropriate the funding. <br /> <br /> The grant will help fund the Social Media Coop ongoing paid social media <br /> <br />advertising programs. <br /> <br /> The Department of Museums and Tourism will implement the program as <br /> <br />submitted and adhere to all guidelines and terms and conditions of the grant. <br /> <br /> <br /> The Department must provide a final report to the Virginia Tourism Corporation. <br /> <br />Financial impact: <br /> <br /> This is a reimbursement grants and the City will need to spend the 1:1 match and <br />submit all required reporting before the reimbursement is issued. The local match has <br /> <br />previously been appropriated in the FY 2026 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> The City CFO will create a budget code for future received grants. <br /> <br />“ORDINANCE ACCEPTING A “VACATION STARTS WITH VA” MMLP CO-OP <br />PROGRAM GRANT IN THE AMOUNT OF $1,250 FROM THE VIRGINIA TOURISM <br />CORPORATION AND APPROPRIATING SAID AMOUNT TO THE FY 2026 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF MUSEUMS AND TOURISM FOR <br />MARKETING. <br />” <br /> <br />26 - 11 - Adoption of an ordinance accepting funding in the amount of $53,623 from <br />the Virginia Office of Children’s Services and appropriating said funds in the FY <br />2026 Social Services Fund for Children’s Services Act administrative costs. <br /> <br />Background: <br /> <br /> The Children’s Services Act (CSA) is the name for a law enacted in 1993 that <br />establishes a single state pool of funds to purchase services for at-risk youth and their <br />families. <br /> <br /> <br /> The state funds, combined with local community funds, are managed by local <br />interagency teams who plan and oversee services to youth. <br /> <br /> <br />Discussion: <br /> <br /> Each locality submits an administrative budget plan to receive its allocation of the <br />total administrative costs. <br /> <br /> The funds are utilized for allowable FY 2026 expenditures for the operation of the <br /> <br />CSA program. <br /> <br /> The Department of Education (DOE) is the fiscal agent for the CSA. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 26.05% is required as a condition of the funding. <br />The local match has been previously appropriated as part of the FY 2026 Social Services <br />Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Social Services finance department will make the appropriate budget <br />adjustments. <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $53,623 FROM THE <br />VIRGINIA OFFICE OF CHILDREN’S SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2026 SOCIAL SERVICES FUND FOR CHILDREN’S SERVICES ACT <br />ADMINISTRATIVE COSTS. <br />” <br /> <br />26 - 12 - Adoption of an ordinance accepting Universal Service Schools and <br />Libraries (E-Rate) Program funds in the amount of $23,978 from Cox Enterprises <br />and appropriating said sum in the FY 2026 General Fund for use by the Department <br />of Libraries. <br /> <br /> <br /> <br /> <br />
