January 13, 2026 <br /> <br />26 - 14 - Adoption of an ordinance accepting a Specialty Dockets Grant in the <br />amount of $104,926.09 from the Office of the Executive Secretary at the Supreme <br />Court of Virginia and appropriating said funds in the FY 2026 Behavioral Healthcare <br />Service Fund for use in connection with the Portsmouth Adult Recovery Court. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services (PBHS) has been <br />awarded FY 2026 Specialty Dockets Grant funding in the amount of $104,926.09 by the <br />Office of the Executive Secretary at the Supreme Court of Virginia to support behavioral <br />health treatment, case management, and administrative functions associated with the <br />Portsmouth Adult Recovery Court. <br /> <br /> Grant funds must be used in accordance with the approved budget, which <br />allocates 100% of the awarded funds to personnel costs (case manager and legal <br />secretary positions). <br /> <br />Discussion: <br /> <br /> Acceptance of this funding will allow PBHS to maintain and enhance critical <br />treatment and case management services for participants in the Adult Recovery Court. <br />The funding supports: (1) behavioral health treatment coordination and case <br />management services; (2) required program reporting and documentation; (3) personnel <br />costs for the case manager and legal secretary; (4) data entry, performance <br />accountability, and compliance with OES requirements; (5) continuity of services intended <br />to reduce recidivism and support participant recovery; and (6) compliance with state and <br />federal grant conditions. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 25% is required as a condition of the funding, <br />which match has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING A SPECIALTY DOCKETS GRANT IN THE AMOUNT OF <br />$104,926.09 FROM THE OFFICE OF THE EXECUTIVE SECRETARY AT THE <br />SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY <br />2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE IN CONNECTION <br />WITH THE PORTSMOUTH ADULT RECOVERY COURT. <br />” <br /> <br />26 - 15 - Adoption of an ordinance accepting Workforce Funding in the amount of <br />$174,966 from the Virginia Department of Behavioral Health and Developmental <br />Services as distributed by Region 5 and appropriating said funds in the FY 2026 <br />Behavioral Healthcare Service Fund for use in connection with employee signing <br />or retention bonuses or other workforce initiatives. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services has been awarded <br />Workforce funding in the amount of $174,966. The funding was provided by the Virginia <br />Department of Behavioral Health and Developmental Services and has been divided <br />among the Region 5 Community Service Boards. <br /> <br /> The funds are to be used to address employee pay differential, sign on and/or <br />retention bonuses, or other workforce development initiatives. <br /> <br />Discussion: <br /> <br /> BHS plans to use the funds for employee retention bonuses to address workforce <br />shortages, improve employee retention, and strengthen organizational capacity. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
