December 9, 2025 <br /> <br />Discussion: <br /> <br /> The funding must be used for the intended purpose and the City must provide the <br />Department of Housing and Community Development (DHCD) with quarterly updates on <br />the status of the projects. Reports should include details on milestones achieved, <br />expenditures, and any challenges encountered. <br /> <br /> The funds will be disbursed by the Commonwealth as follows; <br /> $2,125,000 upon the City’s delivery of the executed funding award letter to DHCD. <br />o <br /> $1,062,500 upon DHCD’s receipt of the first quarterly report, which is due on or <br />o <br />before January 15, 2026. <br /> $1,062,500 upon DHCD’s receipt of the second quarterly report, which is due on <br />o <br />or before April 15, 2026. <br /> <br />Financial impact: <br /> <br /> $4,250,000 will be provided by the Commonwealth for sewer pump station <br />upgrades. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $4,250,000 FROM THE COMMONWEALTH OF VIRGINIA <br />AND APPROPRIATING SAID AMOUNT IN THE SANITARY SEWER PUMP STATION <br />REPLACEMENTS PROJECT IN THE SEWER CATEGORY OF THE FY 2026 CAPITAL <br />IMPROVEMENT FUND BUDGET FOR PUMP STATION UPGRADES.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 362 - Adoption of a resolution to adopt the 2026 Calendar of City Council <br />Meetings. <br /> <br />Background: <br /> <br /> The Portsmouth City Council normally meets on the second and fourth Tuesday of <br />each month, except during the month of December where they only meet on the second <br />Tuesday. City Council has opted to add for summer vacation the fourth Tuesday in <br />August. <br /> <br /> Monday meetings have been added to the schedule to ensure that time constraints <br />do not limit the information presented to the City Council and public. <br /> <br />Discussion: <br /> <br /> This action would allow the City Council to give advance notification to the citizens, <br />media, and City departments of the amended 2026 meeting schedule. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps following City Council Action: <br /> <br /> The City Clerk will post the 2026 Meeting Calendar on the City’s webpage and <br />provide it to the general public. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
