December 9, 2025 Discussion:  The funding must be used for the intended purpose and the City must provide the Department of Housing and Community Development (DHCD) with quarterly updates on the status of the projects. Reports should include details on milestones achieved, expenditures, and any challenges encountered.  The funds will be disbursed by the Commonwealth as follows; $2,125,000 upon the City’s delivery of the executed funding award letter to DHCD. o $1,062,500 upon DHCD’s receipt of the first quarterly report, which is due on or o before January 15, 2026. $1,062,500 upon DHCD’s receipt of the second quarterly report, which is due on o or before April 15, 2026. Financial impact:  $4,250,000 will be provided by the Commonwealth for sewer pump station upgrades. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $4,250,000 FROM THE COMMONWEALTH OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE SANITARY SEWER PUMP STATION REPLACEMENTS PROJECT IN THE SEWER CATEGORY OF THE FY 2026 CAPITAL IMPROVEMENT FUND BUDGET FOR PUMP STATION UPGRADES.” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 25 - 362 - Adoption of a resolution to adopt the 2026 Calendar of City Council Meetings. Background:  The Portsmouth City Council normally meets on the second and fourth Tuesday of each month, except during the month of December where they only meet on the second Tuesday. City Council has opted to add for summer vacation the fourth Tuesday in August.  Monday meetings have been added to the schedule to ensure that time constraints do not limit the information presented to the City Council and public. Discussion:  This action would allow the City Council to give advance notification to the citizens, media, and City departments of the amended 2026 meeting schedule. Financial Impact:  There is no financial impact. Staff Recommends:  Adoption of the resolution. Next Steps following City Council Action:  The City Clerk will post the 2026 Meeting Calendar on the City’s webpage and provide it to the general public.
