That the revocation is effective immediately upon adoption of this <br /> <br />resolution.” <br /> <br />Ayes: Bryant, Hugel, Moody, Glover <br />Nays: Dodson, Thomas, Tillage <br /> <br />- City Manager’s Report - <br /> <br />25 - 360 - Adoption of an ordinance accepting Litter Prevention and Recycling <br />Program funds in the amount of $25,433.33 from the Virginia Department of <br />Environmental Quality and appropriating said funds in the FY 2026 Grants Fund for <br />use in connection with the Portsmouth Litter Prevention and Recycling Program. <br /> <br />Background: <br /> <br /> The Virginia Department of Environmental Quality provides Litter Prevention and <br />Recycling Program funding to localities. <br /> <br /> The City received an award of $25,433.33. <br /> <br /> This amount should be appropriated to the Grants Fund. <br /> <br />Discussion: <br /> <br /> This grant supports Portsmouth Litter Prevention and Recycling Program activities <br />and the Extended Polystyrene Campaign for FY 2026. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING LITTER PREVENTION AND RECYCLING PROGRAM <br />FUNDS IN THE AMOUNT OF $25,433.33 FROM THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />GRANTS FUND FOR USE IN CONNECTION WITH THE PORTSMOUTH LITTER <br />PREVENTION AND RECYCLING PROGRAM.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 361 - Adoption of an ordinance accepting $4,250,000 from the Commonwealth <br />of Virginia and appropriating said amount in the Sanitary Sewer Pump Station <br />Replacements Project in the Sewer Category of the FY 2026 Capital Improvement <br />Fund Budget for pump station upgrades. <br /> <br />Background: <br /> <br /> By Chapter 725 of the 2025 Acts of Assembly, Reconvened Session, the Virginia <br />General Assembly granted the City $4,250,000 for sanitary sewer pump station upgrades. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
