November 25, 2025 <br /> <br /> <br /> The Virginia Code further provides that every four years, each local and <br />interjurisdictional agency of the Commonwealth of Virginia shall conduct a comprehensive <br />review and revision of its emergency operations plan to ensure that the plan remains <br />current, and the revised plan shall be formally adopted by the locality’s governing body. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth Office of Emergency Management has made a <br />comprehensive review and revision of the Emergency Operations Plan. <br /> <br /> The resolution proposed for Council consideration would approve the 2025 edition <br />of the Emergency Operations Plan for the City of Portsmouth. <br /> <br />Financial impact: <br /> <br /> N/A <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Upon adoption, the plan will be sent to the Commonwealth of Virginia and the <br />revision considered complete, and the 2025 Plan will officially be in service. <br /> <br />“RESOLUTION APPROVING THE 2025 EDITION OF THE EMERGENCY <br />OPERATIONS PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS <br /> , the Federal Emergency Services and Disaster Law of 2000 requires <br />that the Commonwealth of Virginia, and each county and city thereof, develop and <br />maintain a current Emergency Operations Plan; and <br /> <br />WHEREAS, <br /> § 44-146.19 of the Code of Virginia of 1950, as amended, requires <br />that each locality conduct a comprehensive review and revision of its Plan on a regular <br />basis; and <br /> <br />WHEREAS, <br /> the purpose of an Emergency Operations Plan is to outline a locality’s <br />appropriate response to any emergency of a size and/or complexity beyond routine <br />response systems; and <br /> <br />WHEREAS, <br /> Federal Emergency Management Agency (FEMA) regulations and <br />the Virginia Code require local government approval of its Emergency Operations Plan; <br />and <br /> <br />WHEREAS, <br /> the revised 2025 edition of the Emergency Operations Plan that has <br />been prepared by the City of Portsmouth Office of Emergency Management is compliant <br />with the guidelines established by the federal government and the Commonwealth of <br />Virginia. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that it hereby approves the 2025 edition of the Emergency Operations Plan.” <br /> <br />25 - 337 - Adoption of an ordinance accepting HAZMAT Response Cost Recovery <br />funds in the amount of $4,636.41 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2026 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services for the Southside <br />Regional Hazardous Materials Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has reimbursed the <br />City of Portsmouth in the amount of $4,636.41 for HAZMAT Response Cost Recovery <br />calls in its capacity as the Southside Regional HAZMAT Team Leader. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
