November 25, 2025  The funds received enable Portsmouth, which is the lead city for the Southside Regional Hazardous Materials Team, to maintain a superior level of readiness with regard to equipment, training, and technical expertise in dealing with hazardous materials, as required by VDEM. Discussion:  These funds are instrumental in enabling the response capabilities of the Southside Regional Hazardous Materials Emergency Response Team. Financial impact:  This is reimbursement funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code and credit the account accordingly. “ORDINANCE ACCEPTING HAZMAT RESPONSE COST RECOVERY FUNDS IN THE AMOUNT OF $4,636.41 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE SOUTHSIDE REGIONAL HAZARDOUS MATERIALS TEAM. ” 25 - 338 - Adoption of an ordinance accepting STEP-VA Peer and Family Support funding in the amount of $92,000 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2026 Behavioral Healthcare Service Fund for use by BHS to provide peer and family support services. Background:  The Peer/Family Support Service program is designed to assist individuals in achieving positive coping skills.  The Peer and Family Support providers use their lived experience from mental health or substance use disorders to deliver services that promote recovery and resiliency.  The services provide support for individuals in their self-guided recovery toward wellness, typically inclusive of emotional, financial, social, spiritual, environmental, and/or physical challenges. Discussion:  The Virginia Department of Behavioral Health and Developmental Services awarded $92,000 to the Portsmouth Department of Behavioral Healthcare Services.  The funds will be utilized to provide salary expenses and operational oversight. Financial Impact:  A local match of funding or in-kind contribution in the amount of 10% is required as a condition of the funding. The funding required to meet the match requirement has previously been appropriated in the FY 2026 Behavioral Healthcare Service Fund Budget. Recommended Action:  Adoption of the ordinance.
