November 25, 2025 <br /> <br /> <br /> The funds received enable Portsmouth, which is the lead city for the Southside <br />Regional Hazardous Materials Team, to maintain a superior level of readiness with regard <br />to equipment, training, and technical expertise in dealing with hazardous materials, as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> These funds are instrumental in enabling the response capabilities of the <br />Southside Regional Hazardous Materials Emergency Response Team. <br /> <br />Financial impact: <br /> <br /> This is reimbursement funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code and credit the account <br />accordingly. <br /> <br />“ORDINANCE ACCEPTING HAZMAT RESPONSE COST RECOVERY FUNDS IN THE <br />AMOUNT OF $4,636.41 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES FOR THE SOUTHSIDE REGIONAL HAZARDOUS MATERIALS TEAM. <br />” <br /> <br />25 - 338 - Adoption of an ordinance accepting STEP-VA Peer and Family Support <br />funding in the amount of $92,000 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriating said funds in the FY 2026 <br />Behavioral Healthcare Service Fund for use by BHS to provide peer and family <br />support services. <br /> <br />Background: <br /> <br /> The Peer/Family Support Service program is designed to assist individuals in <br />achieving positive coping skills. <br /> <br /> The Peer and Family Support providers use their lived experience from mental <br />health or substance use disorders to deliver services that promote recovery and <br />resiliency. <br /> <br /> The services provide support for individuals in their self-guided recovery toward <br />wellness, typically inclusive of emotional, financial, social, spiritual, environmental, and/or <br />physical challenges. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $92,000 to the Portsmouth Department of Behavioral Healthcare Services. <br /> <br /> The funds will be utilized to provide salary expenses and operational oversight. <br /> <br />Financial Impact: <br /> <br /> A local match of funding or in-kind contribution in the amount of 10% is required <br />as a condition of the funding.
