November 25, 2025  Placement of Unspent and Unencumbered Funds in PPS Capital Reserve Fund: Under City Council Ordinance 2024-138 and Virginia Code § 22.1-100(B), PPS has authority to place up to $7,000,000 in funds that were appropriated to the PPS General Fund Budget for the previous year, but were not expended, into the PPS Capital Reserve Fund. PPS has advised that City that it intends to place $164,000 of unencumbered and unexpended funds into the PPS Capital Reserve Fund. Placement of funds in the PPS Capital Reserve Fund does not require re-appropriation by City Council. PPS is required to comply with the reporting and other requirements of Ordinance 2024-138 and Virginia Code § 22.1-100(B).  With the re-appropriation of encumbered funds requested by PPS, the revised FY 2026 PPS General Fund appropriation would be as follows: FY 2026 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND Current Change in Appropriation Revised Appropriation Appropriation $230,467,554 $12,960,928 $243,428,482  With the placement of $164,000 of unencumbered and unexpended funds in the PPS Capital Reserve Fund, the funding of the Capital Reserve Fund is as follows: PPS CAPITAL RESERVE FUND Beginning Balance Change in Balance Revised Balance $0 $164,000 $164,000 Financial Impact:  The re-appropriation of previously appropriated FY 2025 PPS General Fund encumbered but unexpended dollars will cause the FY 2026 PPS General Fund Budget to increase by $12,960,928.  The placement by PPS of $164,000 in the PPS Capital Reserve Fund will cause the Capital Reserve Fund balance to increase by $164,000. Recommended Action:  Adoption of the ordinance. Background:  City Council appropriated $90,324,641 to the FY 2025 Grant Fund Budget for the Portsmouth Public Schools (PPS).  On September 25, 2025 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $13,018,724, of which $3,254,718 is encumbered but unexpended funds and $9,764,006 is unencumbered funds, from the FY 2025 PPS Grant Fund Budget to the FY 2026 PPS Grant Fund Budget.
