November 25, 2025 <br /> <br /> <br /> Placement of Unspent and Unencumbered Funds in PPS Capital Reserve Fund: <br />Under City Council Ordinance 2024-138 and Virginia Code § 22.1-100(B), PPS has <br />authority to place up to $7,000,000 in funds that were appropriated to the PPS General <br />Fund Budget for the previous year, but were not expended, into the PPS Capital Reserve <br />Fund. PPS has advised that City that it intends to place $164,000 of unencumbered and <br />unexpended funds into the PPS Capital Reserve Fund. Placement of funds in the PPS <br />Capital Reserve Fund does not require re-appropriation by City Council.
