November 25, 2025 <br /> <br />Financial Impact <br /> <br /> This is a re-allocation of previously appropriated FY 2025 PPS Food Services Fund <br />money. <br /> <br /> <br /> The FY 2026 PPS Food Services Fund will increase by the amount shown above. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$234,784 FROM THE FY 2025 PORTSMOUTH PUBLIC SCHOOLS FOOD SERVICES <br />FUND BUDGET TO THE FY 2026 PORTSMOUTH PUBLIC SCHOOLS FOOD <br />SERVICES FUND BUDGET. <br />” <br /> <br />25 - 345 - Adoption of an ordinance: (1) to re-appropriate encumbered but <br />unexpended funds in the amount of $12,960,928 from the FY 2025 Portsmouth <br />Public Schools General Fund Budget to the FY 2026 Portsmouth Public Schools <br />General Fund Budget; and (2) to acknowledge the placement of $164,000 of <br />unencumbered and unexpended funds from the FY 2025 Portsmouth Public <br />Schools General Fund Budget into the PPS Capital Reserve Fund. <br /> <br />Background: <br /> <br /> City Council appropriated $229,040,271 to the FY 2025 General Fund Budget for <br />the Portsmouth Public Schools. <br /> <br /> On September 25, 2025, the Portsmouth Public School Board adopted a <br />Resolution requesting that City Council re-appropriate encumbered but unexpended <br />funds from the FY 2025 PPS General Fund Budget in the preliminary amount of <br />$12,960,928. <br /> <br /> The Resolution also provides notice to the City that PPS intends to place $164,000 <br />of unencumbered and unexpended funds that were originally appropriated as part of the <br />FY 2025 Portsmouth Public Schools General Fund Budget into the PPS Capital Reserve <br />Fund. <br /> <br />Discussion: <br /> <br /> <br /> City Council Ordinance 2024-40 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2024 Portsmouth Public <br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriation by the City Council.” <br /> <br /> City Council Ordinance 2024-138 authorizes the establishment of the PPS Capital <br />Reserve Fund in accordance with Virginia Code § 22.1-100(B) and further authorizes PPS <br />to place City funds that were appropriated to the PPS General Fund Budget in the prior <br />fiscal year but were not expended into the PPS Capital Reserve Fund, up to a maximum <br /> <br />of $7,000,000 annually. <br /> <br /> Re-appropriation Request for Encumbered Funds: PPS is requesting the re- <br />appropriation of encumbered funds in the preliminary amount of $12,960,928 into the FY <br />2026 PPS General Fund Budget, primarily for the following: <br /> Approximately $1,400,000 for school buses, maintenance vehicles, and <br />o <br />equipment. <br /> Approximately $1,000,000 for band uniforms, athletic equipment & repairs, and <br />o <br />musical equipment. <br /> Approximately $6,900,000 for instructional services, supplies and other instruction- <br />o <br />related items. <br /> Approximately $3,600,000 for contracted building services, IRC project, <br />o <br />technology, and the S H Clark expansion. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
