November 25, 2025 <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2024-40 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2025 Portsmouth Public <br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriation by the City Council.” <br /> <br /> Re-appropriation Request of Encumbered Funds: PPS is requesting the re- <br />appropriation of the preliminary amount of $3,254,718 related to PACE Center equipment <br />and services (approximately $1,800,000), HVAC replacements (approximately <br />$900,000), and computer upgrades/audio/visual equipment (approximately $500,000). <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of the preliminary amount of $9,764,006 related to <br />unspent/unencumbered funds as of the end of the fiscal year. The <br />unspent/unencumbered funds are comprised of the following: <br /> $1,687,771 from the Virginia Preschool Initiative Program <br />o <br /> $1,807,712 from the Early Reading Initiative Program <br />o <br /> $566,258 from the Early Reading Initiative Program <br />o <br /> $146,241 for Math/Reading Specialists <br />o <br /> $164,488 from the SOL Algebra Readiness Program <br />o <br /> $3,949,517 from the School Construction Grants Program <br />o <br /> $1,442,019 from the Virginia Public Schools Authority Program <br />o <br /> <br /> The following table shows the impact of the proposed re-appropriation of the <br />preliminary amount to the FY 2026 PPS Grant Fund: <br /> Unencumbered <br />Current Encumbered FY 2025 Total Revised <br />FY 2026 FY 2025 Re-Re-FY 2026 <br />Fund Appropriation appropriation appropriation Appropriation <br />Grant Fund $25,063,556 $3,254,718 $9,764,006 $38,082,280 <br /> <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2025 PPS Grant Fund money. <br /> <br /> <br /> The FY 2026 PPS Grant Fund will increase by the amount shown above. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$13,018,724 FROM THE FY 2025 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET TO THE FY 2026 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET. <br />” <br /> <br />25 - 347 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $3,010,593 from the FY 2025 Portsmouth Public Schools Risk <br />Management Fund Budget to the FY 2026 Portsmouth Public Schools Risk <br />Management Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $26,218,257 to the FY 2025 Risk Management Fund for <br />the Portsmouth Public Schools (PPS). <br /> <br /> On September 25, 2025 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate the preliminary amount totaling $3,010,593 from <br />the FY 2025 PPS Risk Management Fund Budget to the FY 2026 PPS Risk Management <br />Fund Budget. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
