November 25, 2025 Discussion:  City Council Ordinance 2024-40 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2025 Portsmouth Public Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriation by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $3,254,718 related to PACE Center equipment and services (approximately $1,800,000), HVAC replacements (approximately $900,000), and computer upgrades/audio/visual equipment (approximately $500,000).  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $9,764,006 related to unspent/unencumbered funds as of the end of the fiscal year. The unspent/unencumbered funds are comprised of the following: $1,687,771 from the Virginia Preschool Initiative Program o $1,807,712 from the Early Reading Initiative Program o $566,258 from the Early Reading Initiative Program o $146,241 for Math/Reading Specialists o $164,488 from the SOL Algebra Readiness Program o $3,949,517 from the School Construction Grants Program o $1,442,019 from the Virginia Public Schools Authority Program o  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2026 PPS Grant Fund: Unencumbered Current Encumbered FY 2025 Total Revised FY 2026 FY 2025 Re-Re-FY 2026 Fund Appropriation appropriation appropriation Appropriation Grant Fund $25,063,556 $3,254,718 $9,764,006 $38,082,280 Financial Impact:  This is a re-allocation of previously appropriated FY 2025 PPS Grant Fund money.  The FY 2026 PPS Grant Fund will increase by the amount shown above. Background:  City Council appropriated $26,218,257 to the FY 2025 Risk Management Fund for the Portsmouth Public Schools (PPS).  On September 25, 2025 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate the preliminary amount totaling $3,010,593 from the FY 2025 PPS Risk Management Fund Budget to the FY 2026 PPS Risk Management Fund Budget.
