November 25, 2025 <br /> <br />25-343b: <br /> <br />“RESOLUTION ENDORSING THE CITY’S 2026 FEDERAL LEGISLATIVE PACKAGE <br />th <br />FOR THE 119 CONGRESS. <br /> <br /> WHEREAS, <br />the United States Congress deals with a broad range of issues that <br />affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's <br />congressional delegation so that they may be transmitted for consideration by the Senate <br />and the House of Representatives. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it endorses the positions listed on Exhibit A hereto for inclusion in the <br />Legislative Package for consideration by the 119th Congress and directs that both this <br />Resolution and the Legislative Package be forwarded to the City’s congressional <br />representatives. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager and/or his designee(s) are <br />hereby authorized and directed to provide necessary input and clarification during the <br />th <br />119 Congress session and to carry out other activities as needed to assist in attaining <br />the goals and objectives contained in the City’s 2026 Legislative Package.” <br /> <br />25 - 344 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $234,784 from the FY 2025 Portsmouth Public Schools Food Services <br />Fund Budget to the FY 2026 Portsmouth Public Schools Food Services Fund <br />Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $13,627,114 to the FY 2025 Food Services Fund Budget <br />for the Portsmouth Public Schools (PPS). <br /> <br /> On September 25, 2025 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate a preliminary amount totaling $234,784 of <br />encumbered but unexpended funds from the FY 2025 PPS Food Services Fund Budget <br />to the FY 2026 PPS Food Services Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2024-40 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2025 Portsmouth Public <br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia.
