November 25, 2025 25-343b: “RESOLUTION ENDORSING THE CITY’S 2026 FEDERAL LEGISLATIVE PACKAGE th FOR THE 119 CONGRESS. WHEREAS, the United States Congress deals with a broad range of issues that affect local government both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns that deal with both Portsmouth specifically and local governments in general; and WHEREAS, these concerns need to be made known to Portsmouth's congressional delegation so that they may be transmitted for consideration by the Senate and the House of Representatives. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it endorses the positions listed on Exhibit A hereto for inclusion in the Legislative Package for consideration by the 119th Congress and directs that both this Resolution and the Legislative Package be forwarded to the City’s congressional representatives. BE IT FURTHER RESOLVED that the City Manager and/or his designee(s) are hereby authorized and directed to provide necessary input and clarification during the th 119 Congress session and to carry out other activities as needed to assist in attaining the goals and objectives contained in the City’s 2026 Legislative Package.” 25 - 344 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $234,784 from the FY 2025 Portsmouth Public Schools Food Services Fund Budget to the FY 2026 Portsmouth Public Schools Food Services Fund Budget. Background:  City Council appropriated $13,627,114 to the FY 2025 Food Services Fund Budget for the Portsmouth Public Schools (PPS).  On September 25, 2025 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $234,784 of encumbered but unexpended funds from the FY 2025 PPS Food Services Fund Budget to the FY 2026 PPS Food Services Fund Budget. Discussion:  City Council Ordinance 2024-40 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2025 Portsmouth Public Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriation by the City Council.”  Re-appropriation Request for Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $234,784 for Food Services supplies ($229,575) and equipment repairs ($5,209).  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2026 PPS Food Services Fund: Unencumbered Current Encumbered FY2025 Total Revised FY 2026 FY 2025 Re-Re-FY 2026 Fund Appropriation appropriation appropriation Appropriation Food $12,258,558 Services Fund $234,784 N/A $12,493,342
