November 25, 2025  The PCCLAC reviewed modifications and edits, with feedback provided to the City Council members on the items that were included and those that were not, with clarification as to why the item could not be included at this time.  The PCCLAC recommendations for the 2026 State and Federal Legislative Initiatives were presented to the Portsmouth City Council on Monday, October 27, 2025. There were in depth discussions on many of the items, with one addition made to the slide on State Opposed Public Policies, regarding unfunded state mandates.  On Tuesday, November 25, during the City Council Work Session, the State Legislative Delegation will be present to receive and discuss the City’s approved 2026 State Legislative Initiatives. At this meeting, the legislators will indicate those items they are willing to sponsor.  th Following the City Council Work Session on the 25 of November at the City Council Regular Meeting, both the 2026 State and Federal Legislative Initiatives are scheduled to be adopted via Resolutions.  The items for the 2026 Federal Legislative Package will be forwarded to the City’s Congressional Delegation.  These items will also be shared with our Federal Delegation during the annual visit to Congress as part of the National League of Cities Congressional Conference in Washington, D.C., in March of 2026.  Further interaction with our federal delegation throughout the year is conducted on an as needed basis. Financial Impact:  Federal and state funding is essential to the City’s operations. Recommended Action:  Approval and adoption of both legislative packages. Next Steps Following Council Action:  The legislative packages will be communicated to the City’s state and federal delegations. 25-343a: “RESOLUTION ENDORSING THE CITY’S 2026 GENERAL ASSEMBLY LEGISLATIVE PACKAGE. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local government both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns that deal with both Portsmouth specifically and local governments in general; and WHEREAS, these concerns need to be made known to Portsmouth's General Assembly delegation so that they may be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby endorses the positions listed on Exhibit A hereto for inclusion in the Legislative Package for the 2026 General Assembly session. BE IT FURTHER RESOLVED that the City Manager is directed to provide a copy of this Resolution and the 2026 Legislative Package to each member of the City’s General Assembly delegation. BE IT FURTHER RESOLVED that the City Manager and/or his designee(s) are hereby authorized and directed to provide necessary input and clarification during the 2026 Virginia General Assembly session and to carry out other activities as needed to assist in attaining the goals and objectives contained in the City’s 2026 Legislative Package.”
