November 25, 2025 <br /> <br /> <br /> The PCCLAC reviewed modifications and edits, with feedback provided to the City <br />Council members on the items that were included and those that were not, with <br />clarification as to why the item could not be included at this time. <br /> <br /> The PCCLAC recommendations for the 2026 State and Federal Legislative <br />Initiatives were presented to the Portsmouth City Council on Monday, October 27, 2025. <br />There were in depth discussions on many of the items, with one addition made to the <br />slide on State Opposed Public Policies, regarding unfunded state mandates. <br /> <br /> On Tuesday, November 25, during the City Council Work Session, the State <br />Legislative Delegation will be present to receive and discuss the City’s approved 2026 <br />State Legislative Initiatives. At this meeting, the legislators will indicate those items they <br />are willing to sponsor. <br /> <br />th <br /> Following the City Council Work Session on the 25 of November at the City <br />Council Regular Meeting, both the 2026 State and Federal Legislative Initiatives are <br />scheduled to be adopted via Resolutions. <br /> <br /> The items for the 2026 Federal Legislative Package will be forwarded to the City’s <br />Congressional Delegation. <br /> <br /> These items will also be shared with our Federal Delegation during the annual visit <br />to Congress as part of the National League of Cities Congressional Conference in <br />Washington, D.C., in March of 2026. <br /> <br /> Further interaction with our federal delegation throughout the year is conducted on <br />an as needed basis. <br /> <br />Financial Impact: <br /> <br /> <br /> Federal and state funding is essential to the City’s operations. <br /> <br />Recommended Action: <br /> <br /> <br /> Approval and adoption of both legislative packages. <br /> <br />Next Steps Following Council Action: <br /> <br /> The legislative packages will be communicated to the City’s state and federal <br /> <br />delegations. <br /> <br />25-343a: <br /> <br />“RESOLUTION ENDORSING THE CITY’S 2026 GENERAL ASSEMBLY <br />LEGISLATIVE PACKAGE. <br /> <br /> WHEREAS, <br />the Virginia General Assembly deals with a broad range of issues that <br />affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the Legislature. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby endorses the positions listed on Exhibit A hereto for inclusion in <br />the Legislative Package for the 2026 General Assembly session. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager is directed to provide a copy <br />of this Resolution and the 2026 Legislative Package to each member of the City’s General <br />Assembly delegation. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager and/or his designee(s) are <br />hereby authorized and directed to provide necessary input and clarification during the <br />2026 Virginia General Assembly session and to carry out other activities as needed to <br />assist in attaining the goals and objectives contained in the City’s 2026 Legislative <br /> <br />Package.” <br /> <br /> <br /> <br /> <br /> <br /> <br />
