November 25, 2025 <br /> <br />WHEREAS, <br /> the fifteen parcels containing ponds are: 1301 Columbus Avenue (Tax <br />Parcel 0208-0260), 1303 Columbus Avenue (Tax Parcel 0208-0250), 1305 Columbus <br />Avenue (Tax Parcel 0208-0240), 1400 Columbus Avenue (Tax Parcel 0123-0010), 1401 <br />Columbus Avenue (Tax Parcel 0208-0230), 1403 Columbus Avenue (Tax Parcel 0208- <br />0220), 1405 Columbus Avenue (0208-0210), 1407 Columbus Avenue (0208-0200), 1409 <br />Columbus Avenue (0208-0190), 1411 Columbus Avenue (0208-0180), 1413 Columbus <br />Avenue (0208-0170), 1415 Columbus Avenue (0208-0160), 2122 Columbia Street (Tax <br />Parcel 0177-0160), 2126 Columbia Street (Tax Parcel 0177-0170), and 2130 Columbia <br />Street (Tax Parcel 0177-0180) (collectively, the Stormwater Parcels”); and <br /> <br />WHEREAS, <br /> VDOT has requested that the City re-convey parcels containing <br />stormwater ponds to the Commonwealth so that the Commonwealth can be responsible <br />for maintenance; and <br /> <br />WHEREAS, <br /> the Stormwater Parcels are covered with ponds, of no value to the <br />City, and necessary for the highway drainage system; and <br /> <br />WHEREAS, <br /> reconveyance of the Stormwater Parcels to the Commonwealth will <br />save the City any expense of maintaining the ponds; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia that it approves and authorizes the conveyance of the Stormwater Parcels, <br />together with any additional interest in land that is now a part of the stormwater ponds <br />serving the Martin Luther King Extension, to the Commonwealth of Virginia or its <br /> <br />designated agency.” <br /> <br />25 - 343 - Adoption of resolutions approving the 2026 State Legislative Initiatives <br />Package and the 2025 Federal Legislative Initiatives Package. <br /> <br />(a) Adoption of a resolution endorsing the City’s 2026 General Assembly <br />Legislative Package. <br /> <br />(b) Adoption of a resolution endorsing the City’s 2026 Federal Legislative <br />Package for the 119th Congress. <br /> <br />Background: <br /> <br /> Every Portsmouth department was provided with an opportunity to identify issues <br /> <br />for inclusion in the 2026 State and Federal Legislative Initiatives Packages <br /> <br /> All submissions were thoroughly discussed and vetted with the Portsmouth City <br /> <br />Council Legislative Advisory Committee (PCCLAC). <br /> <br /> State legislative initiatives were also vetted with the City’s General Assembly <br /> <br />Delegation at a joint meeting in July 2025 with PCCLAC. <br /> <br /> The recommended submissions were included in a Power-Point presentation <br /> <br />presented to City Council at its Public Work Session on Monday, October 27, 2025. <br /> <br /> On November 25, 2025, at the City Council Work Session, a joint meeting will be <br />held with the Portsmouth City Council and the State Legislative Delegation. The 2026 <br />State Legislative Initiatives will be presented and discussed with the delegation members, <br />who will identify which items they want to sponsor. <br /> <br />th <br /> Following the City Council Work Session on the 25 of November, the Portsmouth <br />City Council will vote to adopt the State and Federal Legislative Initiatives Packages. <br /> <br />Discussion: <br /> <br /> <br /> The items included in the 2026 State and Federal Legislative Initiatives Packages <br />were developed in conjunction with PCCLAC. <br /> <br /> PCCLAC hosted a joint meeting in July of 2025 with the City’s General Assembly <br />Delegation to discuss and vet the items that were submitted for consideration. All <br />members of the City’s General Assembly delegation were present. <br /> <br />rd <br /> These items were then shared with the City Council members on September 23 <br />in the form of a White Paper for the Council members to review, comment on, and edit as <br />they deemed necessary. All responses from City Council members were due back by <br />October 1, 2025. <br /> <br /> <br /> <br /> <br />
