November 25, 2025 WHEREAS, the fifteen parcels containing ponds are: 1301 Columbus Avenue (Tax Parcel 0208-0260), 1303 Columbus Avenue (Tax Parcel 0208-0250), 1305 Columbus Avenue (Tax Parcel 0208-0240), 1400 Columbus Avenue (Tax Parcel 0123-0010), 1401 Columbus Avenue (Tax Parcel 0208-0230), 1403 Columbus Avenue (Tax Parcel 0208- 0220), 1405 Columbus Avenue (0208-0210), 1407 Columbus Avenue (0208-0200), 1409 Columbus Avenue (0208-0190), 1411 Columbus Avenue (0208-0180), 1413 Columbus Avenue (0208-0170), 1415 Columbus Avenue (0208-0160), 2122 Columbia Street (Tax Parcel 0177-0160), 2126 Columbia Street (Tax Parcel 0177-0170), and 2130 Columbia Street (Tax Parcel 0177-0180) (collectively, the Stormwater Parcels”); and WHEREAS, VDOT has requested that the City re-convey parcels containing stormwater ponds to the Commonwealth so that the Commonwealth can be responsible for maintenance; and WHEREAS, the Stormwater Parcels are covered with ponds, of no value to the City, and necessary for the highway drainage system; and WHEREAS, reconveyance of the Stormwater Parcels to the Commonwealth will save the City any expense of maintaining the ponds; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it approves and authorizes the conveyance of the Stormwater Parcels, together with any additional interest in land that is now a part of the stormwater ponds serving the Martin Luther King Extension, to the Commonwealth of Virginia or its designated agency.” 25 - 343 - Adoption of resolutions approving the 2026 State Legislative Initiatives Package and the 2025 Federal Legislative Initiatives Package. (a) Adoption of a resolution endorsing the City’s 2026 General Assembly Legislative Package. (b) Adoption of a resolution endorsing the City’s 2026 Federal Legislative Package for the 119th Congress. Background:  Every Portsmouth department was provided with an opportunity to identify issues for inclusion in the 2026 State and Federal Legislative Initiatives Packages  All submissions were thoroughly discussed and vetted with the Portsmouth City Council Legislative Advisory Committee (PCCLAC).  State legislative initiatives were also vetted with the City’s General Assembly Delegation at a joint meeting in July 2025 with PCCLAC.  The recommended submissions were included in a Power-Point presentation presented to City Council at its Public Work Session on Monday, October 27, 2025.  On November 25, 2025, at the City Council Work Session, a joint meeting will be held with the Portsmouth City Council and the State Legislative Delegation. The 2026 State Legislative Initiatives will be presented and discussed with the delegation members, who will identify which items they want to sponsor.  th Following the City Council Work Session on the 25 of November, the Portsmouth City Council will vote to adopt the State and Federal Legislative Initiatives Packages. Discussion:  The items included in the 2026 State and Federal Legislative Initiatives Packages were developed in conjunction with PCCLAC.  PCCLAC hosted a joint meeting in July of 2025 with the City’s General Assembly Delegation to discuss and vet the items that were submitted for consideration. All members of the City’s General Assembly delegation were present.  rd These items were then shared with the City Council members on September 23 in the form of a White Paper for the Council members to review, comment on, and edit as they deemed necessary. All responses from City Council members were due back by October 1, 2025.
