It
is certain that alcohol is a major factor contributing to personal injuries resulting from
vehicular crashes. Through increased enforcement and educational efforts, we intend to
significantly reduce the Driving Under the Influence (DUI) and to reduce crashes that have
the potential of death and serious injuries.

The funds received will enable Portsmouth Police Department to provide overtime
payments for conducting checkpoints and problem area saturation patrols, and to
purchase associated equipment.

Financial Impact:


An in-kind match in the amount of $3,683 is required as a condition of the funding,
which match will be met through fuel and maintenance costs, funding for which has
previously been appropriated in the FY 2026 General Fund Budget.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:

The Finance Department will make the necessary budget adjustments. In addition,
the Chief of Police or his designee will provide grant management and oversight. The City
Manager will sign on to the DMV eGrants system at https://egrants.dmv.virginia.gov and
electronically sign the grant.

“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $7,366 FROM THE U.S.
DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY
ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND
APPROPRIATING SAID FUNDS IN THE FY 2026 GRANTS FUND FOR USE BY
PORTSMOUTH POLICE DEPARTMENT TO DETER DRIVING UNDER THE
INFLUENCE.
”

25 - 306 - Adoption of an ordinance accepting a grant in the amount of $11,644 from
the US Department of Transportation National Highway Traffic Safety
Administration through the Virginia Highway Safety Office and appropriating said
sum in the FY 2026 Grants Fund for use by Portsmouth Police Department to
improve traffic safety in Portsmouth.

Background:

The Portsmouth Police Department has been awarded grant funding in the amount
of $11,644 from the U.S. Department of Transportation National Highway Traffic Safety
Administration through the Virginia Highway Safety Office.

That the purpose of the grant is to improve traffic safety.
