October 28, 2025 “ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF $548,023 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. ” 25 - 305 - Adoption of an ordinance accepting a grant in the amount of $7,366 from the US Department of Transportation National Highway Traffic Safety Administration through the Virginia Highway Safety Office and appropriating said funds in the FY 2026 Grants Fund for use by Portsmouth Police Department to deter driving under the influence. Background:  The Portsmouth Police Department has been awarded grant funding in the amount of $7,366 from the U.S. Department of Transportation National Highway Traffic Safety Administration through the Virginia Highway Safety Office.  The purpose of the funding is to improve traffic safety. Discussion:  The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It is certain that alcohol is a major factor contributing to personal injuries resulting from vehicular crashes. Through increased enforcement and educational efforts, we intend to significantly reduce the Driving Under the Influence (DUI) and to reduce crashes that have the potential of death and serious injuries.  The funds received will enable Portsmouth Police Department to provide overtime payments for conducting checkpoints and problem area saturation patrols, and to purchase associated equipment. Financial Impact:  An in-kind match in the amount of $3,683 is required as a condition of the funding, which match will be met through fuel and maintenance costs, funding for which has previously been appropriated in the FY 2026 General Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. In addition, the Chief of Police or his designee will provide grant management and oversight.
