October 28, 2025 <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$548,023 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. <br />” <br /> <br />25 - 305 - Adoption of an ordinance accepting a grant in the amount of $7,366 from <br />the US Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2026 Grants Fund for use by Portsmouth Police Department to deter <br />driving under the influence. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $7,366 from the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office. <br /> <br /> The purpose of the funding is to improve traffic safety. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that alcohol is a major factor contributing to personal injuries resulting from <br />vehicular crashes. Through increased enforcement and educational efforts, we intend to <br />significantly reduce the Driving Under the Influence (DUI) and to reduce crashes that have <br />the potential of death and serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols, and to <br />purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> An in-kind match in the amount of $3,683 is required as a condition of the funding, <br />which match will be met through fuel and maintenance costs, funding for which has <br />previously been appropriated in the FY 2026 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. In addition, <br />the Chief of Police or his designee will provide grant management and oversight.
