October 28, 2025  The primary goals of this program are to financially assist EMS agencies in purchasing equipment and vehicles and to assist in providing needed EMS training identified through programs and projects.  This grant program is primarily a reimbursement grant that requires the Grantee to make the purchase of the awarded item and then seek reimbursement based on the guidelines from OEMS. Discussion:  The funding will be utilized to purchase one Medic Unit for the fleet service of Portsmouth Fire, Rescue and Emergency Services (PFRES). Financial impact:  This program does require a 50/50 cash match of $180,000. The match funding has been previously appropriated in the FY26 General Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Completion of the Memorandum of Agreement for the grant funds.  The Finance Department will assign the budget code.  Complete the purchase one Medic Unit. “ORDINANCE ACCEPTING RESCUE SQUAD ASSISTANCE GRANTS PROGRAM FUNDS IN THE AMOUNT OF $180,000 FROM THE OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. ” 25 - 304 - Adoption of an ordinance accepting Aid-To-Localities funding in the amount of $548,023 from the Virginia Department of Fire Programs and appropriating said amount in the FY 2026 Grants Fund for use by the Department of Fire, Rescue and Emergency Services. Background:  The Virginia Department of Fire Programs has been providing entitlement funds to localities for more than twenty years for use by Suppression personnel.  Aid-To-Localities funding assists Virginia cities, towns and counties by providing funds to pay for training, construction of training centers, firefighter equipment, protective clothing and more.  ATL allocations are calculated based upon the most current U.S. Population Census, which was conducted in 2020. Discussion:  The City of Portsmouth must complete and submit an Annual Report to the Virginia Department of Fire Programs\\VDFP detailing the use of funds and identifying any carryover funds for the year.  PFRES will utilize the said funds for community fire safety education programs, cancer prevention initiatives, firefighter training, firefighting equipment and protective clothing. Financial impact:  This program does not require a local cash match and\\or In-Kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.  To proceed with the use of funds per the guidelines for the Suppression personnel of PFRES.
