October 28, 2025 <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that speed and unrestrained occupants are among the major factors contributing <br />to personal injuries resulting from vehicular crashes. Through these increased <br />enforcement and educational efforts, we intend to significantly reduce the speeding and <br />unrestrained occupants and to reduce crashes that have the potential of death and <br />serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols, and to <br />purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> An in-kind match of $5,822 is required as a condition of the funding, which match <br />will be met through fuel and maintenance costs, funding for which has previously been <br />appropriated in the FY 2026 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. The Chief <br />of Police or his designee will provide grant management and oversight. The City Manager <br />will sign on to the DMV eGrants system at https://egrants.dmv.virginia.gov and <br />electronically sign the grant. <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $11,644 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO IMPROVE TRAFFIC SAFETY IN <br />PORTSMOUTH. <br />” <br /> <br />25 - 307 - Adoption of an ordinance accepting with appreciation the donation by the <br />DeLong Co., Inc. of a 20-foot container for use by the Portsmouth Police <br />Department Mounted Patrol Unit. <br /> <br />Background: <br /> <br /> The DeLong Co., Inc would like to donate a 20-foot container to the Portsmouth <br />Police Department Mounted Patrol for the purpose of storing shavings. The shavings <br />are used in the horse stalls to contain waste and create a softer place for the horses to <br />rest and stand. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Mounted Patrol is in need of a container to store the <br />shavings so that they will stay dry for an extended period of time and to ensure that the <br />shavings will be ready to use in the horse stalls. <br /> <br />Financial Impact: <br /> <br /> <br /> The donation will save the Portsmouth Police Department approximately $1500. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Portsmouth Police Department will work with the DeLong Co, Inc. to arrange <br />delivery of the container to 610 Randolph St (the Mounted Patrol’s barn). <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION THE DONATION BY THE <br />DELONG CO., INC.
