DEANS-MCFARLANE, AND GAYLA KATERINA <br />WRIGHT-MOLINA AS AUTHORIZED BY SECTION 58.1-3967 OF THE VIRGINIA <br />CODE AND APPROPRIATING THE SUM OF $27,146.94 FROM THE FUND BALANCE <br />OF THE GENERAL FUND TO THE FY 2026 GENERAL FUND BUDGET FOR SAID <br />PURPOSE. <br />” <br /> <br />25 - 302 - Adoption of an ordinance accepting $1,500,000 from the Virginia <br />Department of Housing and Community Development and appropriating said <br />amount in the FY 2026 Grants Fund for use by ForKids, inc. to expand eviction <br />prevention programs and provide targeted support for McKinney-Vento eligible <br />children and youth in the region. <br /> <br />Background: <br /> <br /> By Chapter 725 of the 2025 Acts of Assembly, Reconvened Session, the Virginia <br />General Assembly granted the City $1,500,000. In accordance with the dictate of the <br />General Assembly, the funds are to be disbursed in their entirety to ForKids, inc. <br /> <br /> ForKids, inc. has been directed by the General Assembly to utilize the funds for (1) <br />expanding the entity’s eviction prevention programs and (2) providing targeted support <br />for McKinney-Vento eligible children and youth in the South Hampton Roads region. <br /> <br />Discussion: <br /> <br /> The City will receive the funds from the Virginia Department of Housing and <br />Community Development and disburse them to ForKids, inc. as a subrecipient. <br /> <br /> On a quarterly basis, ForKids will be responsible for expending the funds for the <br />named purposes and reporting to the City regarding (1) service delivery metrics (2) <br />outcomes (3) milestones achieved (4) demographic data (5) challenges encountered and <br />(6) expenditures. The City will be responsible for reporting to DHCD on the progress of <br />ForKids’ use of the funding. <br /> <br />Financial impact: <br /> <br /> This funding is of a pass-through nature and is intended to be provided in its <br />entirety to ForKids inc. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The City Manager will execute an agreement with DHCD to receive the funding <br />and a subrecipient agreement with ForKids to govern the expenditures and services to <br />be provided. <br /> <br />“ORDINANCE ACCEPTING $1,500,000 FROM THE VIRGINIA DEPARTMENT OF <br />HOUSING AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY FORKIDS, INC.
