September 23, 2025 <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADULT RECOVERY COURT FUNDS IN THE AMOUNT <br />OF $167,000 FROM THE OFFICE OF THE EXECUTIVE SECRETARY AT THE <br />SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY <br />2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE FOR THE <br />PORTSMOUTH ADULT RECOVERY COURT.” <br /> <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 278 - Adoption of a resolution authorizing the execution of the Fiscal Year 2026 <br />Agreement with the Virginia Department of Health for funding and services of the <br />Portsmouth Health Department. <br /> <br />Background: <br /> <br /> The Portsmouth Health Department provides health services for Portsmouth <br />residents, including screenings, immunizations, education, and inspections. <br /> <br /> The Virginia Department of Health (VDH) provides annual funding for the <br />Portsmouth Health Department. <br /> <br /> As a condition of receiving state funding, the City is required to enter into an annual <br />Agreement with VDH. <br /> <br /> The Agreement specifies the minimum services to be provided by the Health <br />Department and obligates the City to contribute local share funding for the Department. <br /> <br />Discussion: <br /> <br /> VDH has provided the City with the form agreement for FY 2026. <br /> <br /> Under the Agreement, VDH has provided/will provide an estimated $2,870,368 in <br />state funding and the City has provided/will provide an estimated $1,175,508 in local <br />funding. <br /> <br /> The City share includes $924,508 in local matching funds plus an additional <br />$251,000 in non-match funding. The non-match funding includes $5,000 to focus on <br />opioid use/overdose prevention, $75,000 to focus on the Department of Health’s <br />communicable disease/infectious diseases program, $25,000 for community outreach <br />efforts, $101,000 for maternal and child health and providing OBGYN services on site, <br />and $45,000 for contract staff to assist patients with navigating healthcare needs and <br />wraparound services (housing, food, medication, etc.). <br /> <br /> As part of the adoption of the FY 2026 General Fund budget, the City appropriated <br />sufficient funds to cover both the local match requirement and the non-match supplement. <br /> <br />Financial Impact: <br /> <br /> The City has previously appropriated the required local share. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Portsmouth Health Department will provide the required services. <br /> <br /> The City will continue funding the local share. <br /> <br />Motion by Dr. Dodson, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
