September 23, 2025 <br /> <br />25 - 276 - Adoption of an ordinance accepting $500,000 in Operation Stop! <br />categorical aid from the Virginia Opioid Abatement Authority and appropriating <br />said amount to the FY 2026 Behavioral Healthcare Service Fund Budget for the <br />purpose of addressing opioid use. <br /> <br />Background: <br /> <br /> In collaboration with the Department of Behavioral Healthcare Services, the <br />Portsmouth Health Department filed an application to the Virginia Opioid Abatement <br />Authority (OAA) for a grant to aid in outreach and treatment of individuals addicted to <br />opioids. <br /> <br /> OAA approved a grant in the amount of $500,000. <br /> <br />Discussion: <br /> <br /> The ordinance proposed for City Council consideration appropriates $500,000 of <br />categorical aid from the OAA to the FY 2026 Behavioral Healthcare Service Fund Budget. <br /> <br /> The funding would be used to identify residents at the highest risk of overdose, <br />develop and implement a targeted outreach strategy, and implement or expand harm <br />reduction efforts and treatment. <br /> <br />Financial impact: <br /> <br /> Revenues and expenditures in the FY 2026 Behavioral Healthcare Service Fund <br />budget are increased by $500,000. No local match is required as a condition of the <br />funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will enter the necessary budget transfers. <br /> <br />Motion by Ms. Thomas, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $500,000 OF OPERATION STOP! CATEGORICAL AID <br />FROM THE VIRGINIA OPIOID ABATEMENT AUTHORITY AND APPROPRIATING <br />SAID AMOUNT TO THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND <br />BUDGET FOR THE PURPOSE OF ADDRESSING OPIOID USE. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 277 - Adoption of an ordinance accepting Adult Recovery Court funds in the <br />amount of $167,000 from the Office of the Executive Secretary at the Supreme Court <br />of Virginia and appropriating said amount in the FY 2026 Behavioral Healthcare <br />Service Fund for use for the Portsmouth Adult Recovery Court. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Recovery Court enables Portsmouth residents who have <br />committed non-violent offenses tied to drug use to receive recovery-oriented substance <br />use services in lieu of incarceration. <br /> <br />Discussion: <br /> <br /> The Office of Executive Secretary at the Supreme Court of Virginia will award <br />$167,000 to the Portsmouth Department of Behavioral Healthcare Services. These funds <br />will be utilized to provide recovery-oriented substance use services in lieu of incarceration <br />for Portsmouth residents who have committed non-violent offenses tied to drug use. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match in the amount of $55,676 is required as a condition of the funding, <br />which match has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br /> <br /> <br /> <br /> <br />
