September 23, 2025 <br /> <br />“RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2026 <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND <br />SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. <br /> <br /> WHEREAS, <br />the Virginia Department of Health provides annual funding for the <br />Portsmouth Health Department; and <br /> <br />WHEREAS, <br /> the estimated amount of funding provided and to be provided by VDH <br />for Fiscal Year 2026 is $2,870,368; and <br /> <br />WHEREAS, <br /> as a condition of receiving the state funding, the City is required to <br />enter into an Agreement with the Virginia Department of Health to govern the funding and <br />services provided, and to provide local matching funding; and <br /> <br />WHEREAS, <br /> the estimated local matching funding required for Fiscal Year 2026 is <br />$924,508, and the City has further agreed to provide $251,000 in non-match funding to <br />help address opioid use, communicable diseases, community outreach, maternal and <br />child health, and contract staff assistance for patients navigating healthcare needs and <br />wraparound services, all of which amounts have previously been appropriated in the FY <br />2026 General Fund Budget; and <br /> <br />WHEREAS, <br /> the Portsmouth Health Department provides crucial health services <br />for Portsmouth residents; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia approves and authorizes the FY 2026 Agreement with the Virginia Department <br />of Health for Funding and Services of the Portsmouth Health Department in substantially <br />the form attached hereto as Exhibit A; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver the said Agreement and to take such additional actions as are necessary or <br /> <br />desirable in furtherance of the purposes of this Resolution and the Agreement.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 279 - Adoption of a resolution certifying the City of Portsmouth’s support of an <br />application for a Virginia Department of Housing and Community Development Port <br />Host Community Revitalization Fund Grant in the amount of $480,000 in <br />furtherance of the revitalization of 1117-1121 High Street for port-related uses. <br /> <br />Background: <br /> <br /> In 2019 the Virginia General Assembly created the Port Host Community <br />Revitalization Fund. <br /> <br /> Under the terms of the Fund, the five Port Host Communities (Portsmouth, Front <br />Royal, Newport News, Norfolk and Richmond) are able to apply for grants from an annual <br />pool of $2,400,000. <br /> <br /> Awards for the PHCRF are made on a threshold basis at one grant of up to <br />$480,000 per Port Host Community per Fiscal Year. <br /> <br /> The grant money is to be used for the revitalization and redevelopment of port- <br /> <br />related properties to further economic development and employment growth. <br /> <br /> The term “port related” is considered to mean any non-residential structure that <br />was built or used for a purpose related to port activities, is located near the port to benefit <br />from port activities or is located on or near a transit route (rail, waterway or highway) that <br />served/serves the port. <br /> <br /> Only local governments and regional or local economic or industrial development <br />authorities may submit applications for funding of the Port Host Communities. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
