September 23, 2025 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> <br /> PFRES will procure the trauma kits. <br /> <br />Motion by Mr. Moody, and seconded by Mr. .Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A STOP THE BLEED PROGRAM GRANT IN THE <br />AMOUNT OF $40,000 FROM THE PORTSMOUTH GENERAL HOSPITAL <br />FOUNDATION AND APPROPRIATING SAID FUNDS IN THE FY 2026 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES <br />TO PURCHASE AND INSTALL SIXTY-EIGHT TRAUMA KITS IN CITY-OWNED <br />BUILDINGS. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 275 - Adoption of an ordinance to re-appropriate a donation in the amount of <br />$5,700 by The Delong Company, Inc. from the Fund Balance of the General Fund to <br />the FY 2026 General Fund Budget for use by the Department of Fire, Rescue and <br />Emergency Services. <br /> <br />Background: <br /> <br /> The Delong Company, Inc. generously donated $5,700 for use by the Department <br />of Fire, Rescue and Emergency Services. <br /> <br /> The donation was originally appropriated to the FY 2025 General Fund Budget by <br /> <br />Ordinance 2025-38 adopted on May 27, 2025. <br /> <br /> Because the appropriation was made at the end of May, PFRES was unable to <br />expend the money for the uses selected by the Department prior to the end of the fiscal <br /> <br />year. <br /> <br /> Therefore, the funds have now become part of the Fund Balance of the General <br /> <br />Fund. <br /> <br />Discussion: <br /> <br /> PFRES is requesting that the funds be re-appropriated from Fund Balance to the <br />FY 2026 General Fund Budget so that they can be expended in accordance with their <br />original purpose. <br /> <br /> The Department of Fire, Rescue and Emergency Services will utilize the funds for <br /> <br />technological equipment. <br /> <br />Financial impact: <br /> <br /> <br /> No local match was required as a condition of the donation. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE A DONATION IN THE AMOUNT OF $5,700 BY <br />THE DELONG COMPANY, INC.
