September 23, 2025 <br /> <br /> If the City of Suffolk decides not to build a Fire Station on the Portsmouth Parcel, <br />o <br />the City of Portsmouth shall have a right of first refusal to repurchase the Portsmouth <br />Parcel for $93,400; and <br /> If the City of Suffolk builds a Fire Station on the Portsmouth Parcel and at any point <br />o <br />in the future decides to use the Portsmouth Parcel for any purpose other than a Fire <br />Station, the City of Portsmouth shall have a right of first refusal to repurchase the <br />Portsmouth Parcel for $93,400. <br /> <br />Discussion: <br /> <br /> The conveyance and construction of a fire station on the Portsmouth Parcel will <br />not have any material impact on the watershed protecting Portsmouth’s lakes. <br /> <br /> The ordinance presented for Council consideration appropriates the purchase <br />price to FY 2026 Public Utilities Fund Budget for use by the Department of Public Utilities. <br /> <br />Financial Impact: <br /> <br /> <br /> The City will receive $93,400 for the sale of the Portsmouth Parcel, which will be <br />appropriated for use by the Department of Public Utilities. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver such documents as are necessary to <br />effectuate the conveyance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AUTHORIZING THE SALE OF CERTAIN PROPERTY LOCATED IN <br />THE 800 BLOCK OF LAKE KILBY ROAD TO THE CITY OF SUFFOLK FOR A PRICE <br />OF $93,400 AND APPROPRIATING THE PURCHASE PRICE TO THE FY 2026 <br />PUBLIC UTILITIES FUND BUDGET. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 274 - Adoption of an ordinance accepting a Stop the Bleed Program grant in <br />the amount of $40,000 from the Portsmouth General Hospital Foundation and <br />appropriating said funds in the FY 2026 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services to purchase and install sixty-eight trauma <br />kits in City-owned buildings. <br /> <br />Background: <br /> <br /> Portsmouth General Hospital Foundation has provided the City with a grant in the <br />amount of $40,000 for the purchase and installation of 68 Stop the Bleed Program trauma <br />kits. <br /> <br /> <br /> The kits will be placed in every publicly accessible building owned by the City. <br /> <br /> The Portsmouth Health Department and PFRES will provide training to City staff <br /> <br />on the use of the kits. <br /> <br />Discussion: <br /> <br /> The trauma kits will equip City staff and bystanders with life-saving tools in the <br />event of a critical injury or casualty incident. <br /> <br />Financial impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
