September 23, 2025 <br /> <br />25 - 272 - Adoption of an ordinance accepting funds in the amount of $424,733.35 <br />from the Virginia Department of Education and appropriating said amount in the <br />FY 2026 Grants Fund to reimburse the City for the Summer Food Service Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the Virginia Department of <br />Education for the USDA Summer Food Service Program (SFSP) for more than 39 years. <br />The program is administered by the Department of Parks & Recreation. <br /> <br /> This year the program provided meals from June 16 through August 15, 2025. <br /> <br /> The program provides meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks & Recreation partnered with Portsmouth Public Schools <br />Food Services Division to provide the meals for the above-mentioned period. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2025 consisted of 35 sites: PPR <br />Summer RAYS, Faith-based sites, School sites, private locations, and the Grilled Cheese <br /> <br />Bus in partnership with Portsmouth Public Schools Nutrition Services. <br /> <br /> The program served an estimated 41,945 breakfasts, 53,977 lunches, and 2,023 <br /> <br />suppers. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. The grant is a total <br />reimbursement grant based on the number of meals served according to the SFSP <br />guidelines. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> It is anticipated that the reimbursement grant funds will be received by December <br />31, 2025. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDS IN THE AMOUNT OF $424,733.35 FROM THE <br />VIRGINIA DEPARTMENT OF EDUCATION AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2026 GRANTS FUND TO REIMBURSE THE CITY FOR THE SUMMER FOOD <br />SERVICE PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 273 - Adoption of an ordinance authorizing the sale of certain property located <br />in the 800 block of Lake Kilby Road to the City of Suffolk for a price of $93,400 and <br />appropriating the purchase price to the FY 2026 Public Utilities Fund Budget. <br /> <br />Background: <br /> <br /> Suffolk Fire Station No. 4 is located adjacent to an approximately 2.95 acre parcel <br />owned by the City of Portsmouth (the “Portsmouth Parcel”). <br /> <br /> The City of Suffolk intends to replace First Station No. 4 with a new and larger fire <br />station, and has requested that the City of Portsmouth sell the Portsmouth Parcel to <br />Suffolk so that the project can be constructed. <br /> <br /> In 2024, Suffolk provided a formal appraisal valuing the Portsmouth Parcel at <br />$90,000. The FY 2025-2026 assessment of the Portsmouth Parcel increased from <br />$84,900 to $93,400. <br /> <br /> Therefore, it is proposed to sell the Portsmouth Parcel to Suffolk for a price of <br />$93,400. <br /> <br /> The deed or another recorded document evidencing the sale will provide that: <br /> <br /> <br /> <br /> <br /> <br />
