- City Manager’s Report -

25 - 271 - Adoption of an ordinance accepting additional IV-E Foster Care funding
in the amount of $252,461 from the Virginia Department of Social Services and
appropriating said amount in the FY 2026 Social Services Fund for use by DSS to
pay foster care costs.

Background:

Foster care is a temporary response to difficulties in the family situation, not a long-
term solution to family difficulties.

Title IV-E pays for the cost of food, clothing, shelter, daily supervision, school
supplies, and a child’s personal incidentals. In addition, it can also pay for travel costs
and childcare.

Discussion:

Portsmouth Social Services has requested and received additional funding in the

amount of $252,461.

Title IV-E case records must document initial and current eligibility as specified in

the Title IV-E Eligibility Manual.

Financial Impact:

No local match is required as a condition of the funding.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:

Finance will establish a budget line and make the appropriate budget adjustments.

Motion by Ms. Thomas, and seconded by Ms. Bryant, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING ADDITIONAL IV-E FOSTER CARE FUNDING IN THE
AMOUNT OF $252,461 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES
AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND
FOR USE BY DSS TO PAY FOSTER CARE COSTS.
