August 26, 2025 <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby designates the portion of Portsmouth Boulevard located <br />between Frederick Boulevard and Deep Creek Boulevard with the honorary street name <br />of “Horace Savage, Jr. Way”. <br /> <br />2. That in accordance with the Honorary Street Designation Policy, the <br />designated name of “Horace Savage, Jr. Way” is for honorary purposes only and does <br />not change the official name of Portsmouth Boulevard. <br /> <br />3. <br />That this resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />(b) UP-25-01 MAYFLOWER PARK - Resolution granting the request of Coastal <br />Virginia Developers for a Use Permit for the development of <br />seventeen townhouse units on approximately 1.7 acres located at <br />1200 Hodges Ferry Road in the Urban Residential (UR) zoning <br />district. The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates this property for <br />institutional/public uses. Planning Commission recommends <br />approval with conditions. <br /> <br />1. Grady Palmer, 222 Central Park Avenue, Virginia Beach, presented the application. <br /> <br />2. Steve Greime, 120 Whimbrel Drive, Suffolk, spoke in support of this item. <br /> <br />3. Benjamin Keeling, 215 Mayflower Road, spoke in support of this item. <br /> <br />4. Daniel House, 114 Gillis Road, voiced his concern with the site plans. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-25-01) TO COASTAL VIRGINIA <br />DEVELOPERS TO CONSTRUCT A TOTAL OF NOT TO EXCEED SEVENTEEN <br />TOWNHOUSE UNITS ON APPROXIMATELY 1.7 ACRES OF THE PROPERTY <br />HAVING AN ADDRESS OF 1200 HODGES FERRY ROAD (TAX PARCEL 0618-0420). <br /> <br /> <br />WHEREAS <br /> , Coastal Virginia Developers, the contract purchaser of the subject <br />property, has made application pursuant to Section 40.2-533 of the Code of the City of <br />Portsmouth, Virginia for the granting of a use permit to construct a total of not to exceed <br />seventeen townhouse units on approximately 1.7 acres of the property having an address <br />of 1200 Hodges Ferry Road (Tax Parcel 0618-0420); and <br /> <br />WHEREAS <br /> , Central Baptist Church, the owner of the subject property, has <br />consented to the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> <br /> <br /> <br />
