August 26, 2025 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it hereby designates the portion of Portsmouth Boulevard located between Frederick Boulevard and Deep Creek Boulevard with the honorary street name of “Horace Savage, Jr. Way”. 2. That in accordance with the Honorary Street Designation Policy, the designated name of “Horace Savage, Jr. Way” is for honorary purposes only and does not change the official name of Portsmouth Boulevard. 3. That this resolution shall take effect on the date of its adoption.” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None (b) UP-25-01 MAYFLOWER PARK - Resolution granting the request of Coastal Virginia Developers for a Use Permit for the development of seventeen townhouse units on approximately 1.7 acres located at 1200 Hodges Ferry Road in the Urban Residential (UR) zoning district. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for institutional/public uses. Planning Commission recommends approval with conditions. 1. Grady Palmer, 222 Central Park Avenue, Virginia Beach, presented the application. 2. Steve Greime, 120 Whimbrel Drive, Suffolk, spoke in support of this item. 3. Benjamin Keeling, 215 Mayflower Road, spoke in support of this item. 4. Daniel House, 114 Gillis Road, voiced his concern with the site plans. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION GRANTING A USE PERMIT (UP-25-01) TO COASTAL VIRGINIA DEVELOPERS TO CONSTRUCT A TOTAL OF NOT TO EXCEED SEVENTEEN TOWNHOUSE UNITS ON APPROXIMATELY 1.7 ACRES OF THE PROPERTY HAVING AN ADDRESS OF 1200 HODGES FERRY ROAD (TAX PARCEL 0618-0420). WHEREAS , Coastal Virginia Developers, the contract purchaser of the subject property, has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia for the granting of a use permit to construct a total of not to exceed seventeen townhouse units on approximately 1.7 acres of the property having an address of 1200 Hodges Ferry Road (Tax Parcel 0618-0420); and WHEREAS , Central Baptist Church, the owner of the subject property, has consented to the application; and WHEREAS , the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS , the Planning Commission has recommended the approval with conditions of the application for a use permit. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it has reviewed and considered the application materials, the City staff report, the proceedings and recommendation of the Planning Commission, all comments made at the public hearing, and the discussion of the Council regarding the application.
