<br />At a Regular Meeting of the City Council on Tuesday, August 26, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Pastor Jeff Whittaker opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of July 22, 2025, and of a Regular Meeting of July 22, 2025, and was adopted
<br />by the following vote:

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover

<br />- Public Hearing -
<br />
<br />25 - 226 - Public hearing on honorary street sign designation, use permit, and rezoning
<br />applications:
<br />
<br />(a) HSND-25-02 TRUXTUN - Resolution granting the request of L. Drake Stith for an
<br />Honorary Street Name Designation to designate a portion of
<br />Portsmouth Boulevard between Frederick Boulevard and Deep
<br />Creek Boulevard as “Horace Savage, Jr. Way” in recognition of
<br />Horace Savage, Jr. The property is public right-of-way owned by the
<br />City of Portsmouth. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for
<br />transportation. Planning Commission recommends approval.
<br />
<br />1. Leah Drake Stith, 4525 Miarfield Arch, Chesapeake, presented the application.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION DESIGNATING AN HONORARY STREET NAME OF “HORACE
<br />SAVAGE, JR. WAY” FOR THE PORTION OF PORTSMOUTH BOULEVARD
<br />LOCATED BETWEEN FREDERICK BOULEVARD AND DEEP CREEK BOULEVARD.
<br />
<br />WHEREAS
<br />, by Resolution R-24-19 adopted on July 23, 2024 the City Council
<br />adopted an Honorary Street Designation Policy; and
<br />
<br />WHEREAS
<br />, the purpose of the Honorary Street Designation Policy is to recognize
<br />and honor the citywide contribution, impact, or fame of Portsmouth individuals and groups
<br />without changing the official names of streets or the addresses of residents and
<br />businesses; and
<br />
<br />WHEREAS
<br />, L. Drake Stith filed an application requesting an Honorary Street
<br />Name Designation to designate a portion of Portsmouth Boulevard between Frederick
<br />Boulevard and Deep Creek Boulevard as “Horace Savage, Jr. Way”; and
<br />
<br />WHEREAS
<br />, the honorary designation application seeks to honor the contributions
<br />to the city of Horace Savage, Jr., who was the 1998 recipient of the Portsmouth First
<br />Citizens Award and who has provided leadership and mentorship through his years of
<br />service, including as the first black President of the Portsmouth Education Association
<br />and the first black Assistant Principal at Harry Hunt Jr. High School, as a successful
<br />football and track coach, and as an officer in civic organizations such as the Truxtun Civic
<br />League, the Torch Club, the Kiwanis Club, the Community Concert Association, and the
<br />Salvation Army.
