August 26, 2025 <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 234 - Adoption of an ordinance accepting with appreciation a donation of $100 <br />from the Portsmouth Chapter of the National Drifters Inc. and appropriating said <br />funds to the FY 2026 Social Services Fund for use by DSS to support the food <br />pantry. <br /> <br />Background: <br /> <br /> The DSS operates an internal food pantry to supplement meals for those in need <br /> <br />until they can be connected to other local food service providers for ongoing support. <br /> <br />Discussion: <br /> <br /> The DSS received a $100 check from the Portsmouth Chapter of the National <br />Drifters Inc. <br /> <br /> <br /> Donated funds are to be utilized for the Department of Social Services’ food pantry. <br /> <br /> The Portsmouth Chapter of the National Drifters Inc. has been a consistent donor <br />to the food pantry and the ordinance proposed for City Council consideration would <br /> <br />accept the donation with appreciation. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. .Hugel, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM THE PORTSMOUTH CHAPTER OF THE NATIONAL DRIFTERS INC. <br />AND APPROPRIATING SAID FUNDS TO THE FY 2026 SOCIAL SERVICES FUND <br />FOR USE BY DSS TO SUPPORT THE FOOD PANTRY. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 235 - Adoption of an ordinance accepting additional Local Staff and Operations <br />funding in the amount of $155,063 from the Commonwealth of Virginia and <br />appropriating said funds in the FY 2026 Social Services Fund for the purpose of <br />paying a one-time 1.5% bonus to eligible Portsmouth Department of Social <br />Services employees. <br /> <br />Background: <br /> <br /> The FY 2026 budget adopted by the Virginia General Assembly includes state <br />funding for a one-time bonus equal to 1.5% base salary for eligible local department of <br />social services (LDSS) employees, effective July 1, 2025. <br /> <br /> <br />Discussion: <br /> <br /> Code of Virginia §15.2-1508 authorizes localities to provide monetary bonuses to <br /> <br />employees, provided such bonuses are authorized by an ordinance. <br /> <br /> <br /> The bonus must be paid in FY 2026. <br /> <br />Financial Impact: <br /> <br /> The funding has a local match of 15.5% ($24,035), which has previously been <br />appropriated to the FY 2026 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
