August 26, 2025 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL LOCAL STAFF AND OPERATIONS <br />FUNDING IN THE AMOUNT OF $155,063 FROM THE COMMONWEALTH OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2026 SOCIAL SERVICES <br />FUND FOR THE PURPOSE OF PAYING A ONE-TIME BONUS TO ELIGIBLE <br />PORTSMOUTH DEPARTMENT OF SOCIAL SERVICES EMPLOYEES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 236 - Adoption of an ordinance to accept additional IV-E Foster Care funding <br />in the amount of $87,720 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2026 Social Services Fund for use by DSS to <br />pay eligible foster care costs. <br /> <br />Background: <br /> <br /> Foster care is a temporary response to difficulties in the family situation, not a long- <br />term solution to family difficulties. <br /> <br /> Title IV-E pays for the cost of food, clothing, shelter, daily supervision, school <br />supplies, and a child’s personal incidentals.
