August 26, 2025 Discussion:  The Sorority has donated $260 for use by BHS to serve its clients.  The ordinance presented for Council consideration accepts the donation with appreciation. Financial Impact:  No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. Motion by Ms. Thomas, and seconded by Ms. Bryant, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT OF $260 FROM DELTA SIGMA THETA SORORITY, INC. AND APPROPRIATING SAID AMOUNT IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO SUPPORT CLIENTS. ” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 25 - 233 - Adoption of an ordinance accepting Marcus Alert Program funding in the amount of $600,000 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY 2026 Behavioral Healthcare Service Fund for the planning and implementation of the Marcus Alert System. Background:  Marcus Alert, known as the Marcus-David Peters Act, is a Virginia law that creates a statewide behavioral crisis response system. It aims to enhance how communities respond to individuals facing mental health, substance use, or developmental disability crises by offering a specialized, targeted response that diverts individuals from the criminal justice system toward treatment services. Discussion:  The Virginia Department of Behavioral Health and Developmental Services awarded $600,000 in funding to the Portsmouth Department of Behavioral Healthcare Services to support the planning and implementation of the Marcus Alert System. Financial Impact:  No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments.  The City Manager will execute the funding contract. Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING MARCUS ALERT PROGRAM FUNDING IN THE AMOUNT OF $600,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR THE PLANNING AND IMPLEMENTATION OF THE MARCUS ALERT SYSTEM. ”
