August 26, 2025 Background:  Through the Virginia Department of Emergency Management\\VDEM, the Commonwealth of Virginia 9-1-1 Services Board has been singularly focused on the deployment of new technology and providing funding to PSAPs to support these efforts. Recurring NG911 network costs are higher than legacy 911 recurring costs for most Virginia’s PSAPs. The Boards’s Next Generation 911 Migration Funding program provided two years of “delta payments” to cover the cost increases for a period of 24 months after the deployment is complete. After 24 months, the entire cost of NG911 is the responsibility of each PSAP, along with the recurring maintenance costs for PSAP equipment and maintaining and transferring GIS data.  This grant program has been expanded to provide funding for NG911 recurring costs and/or other immediate operational needs. Discussion:  The purchase of equipment will enhance the PSAP Productivity-Automated Abandoned Callback (ACC) feature, which automatically returns abandoned 911 calls, along with the replacement of outdated computer items. Maintaining and transferring GIS data will be included as well. Financial Impact:  This program does not require a local match or in-kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.  PFRES E911 Dispatch Center Administrator will begin the purchasing of the approved equipment per guidelines. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $150,000 FROM THE VIRGINIA 9-1-1 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR THE PURCHASE OF EQUIPMENT TO ENHANCE 9-1- 1 SERVICES. ” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 25 - 229 - Adoption of an ordinance accepting a grant in the amount of $2,932,000 from the Virginia Department of Criminal Justice Services and appropriating said sum in the FY 2026 Grants Fund for use by the Police Department to fund the Portsmouth 2026 Safer Communities Program. Background:  The Virginia Department of Criminal Justice Services (DCJS) awarded the City of Portsmouth $2,932,000 via the State General Funds Appropriation Grant under the Safer Communities Grant Program. Discussion:  These funds will continue the program activities started under the FY25 Safer Communities Grant. This grant will fund: Program Manager o Mini-grants to community based organizations (Non-profits) o Violence Interrupters o Portsmouth United activities o Police Community Engagement activities o Violence reduction training o
