August 26, 2025 <br /> <br />Background: <br /> <br /> Through the Virginia Department of Emergency Management\\VDEM, the <br />Commonwealth of Virginia 9-1-1 Services Board has been singularly focused on the <br />deployment of new technology and providing funding to PSAPs to support these efforts. <br />Recurring NG911 network costs are higher than legacy 911 recurring costs for most <br />Virginia’s PSAPs. The Boards’s Next Generation 911 Migration Funding program <br />provided two years of “delta payments” to cover the cost increases for a period of 24 <br />months after the deployment is complete. After 24 months, the entire cost of NG911 is <br />the responsibility of each PSAP, along with the recurring maintenance costs for PSAP <br />equipment and maintaining and transferring GIS data. <br /> <br /> This grant program has been expanded to provide funding for NG911 recurring <br />costs and/or other immediate operational needs. <br /> <br />Discussion: <br /> <br /> The purchase of equipment will enhance the PSAP Productivity-Automated <br />Abandoned Callback (ACC) feature, which automatically returns abandoned 911 calls, <br />along with the replacement of outdated computer items. Maintaining and transferring GIS <br />data will be included as well. <br /> <br />Financial Impact: <br /> <br /> This program does not require a local match or in-kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES E911 Dispatch Center Administrator will begin the purchasing of the <br />approved equipment per guidelines. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $150,000 FROM THE <br />VIRGINIA 9-1-1 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2026 GRANTS FUND FOR THE PURCHASE OF EQUIPMENT TO ENHANCE 9-1- <br />1 SERVICES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 229 - Adoption of an ordinance accepting a grant in the amount of $2,932,000 <br />from the Virginia Department of Criminal Justice Services and appropriating said <br />sum in the FY 2026 Grants Fund for use by the Police Department to fund the <br />Portsmouth 2026 Safer Communities Program. <br /> <br />Background: <br /> <br /> The Virginia Department of Criminal Justice Services (DCJS) awarded the City of <br />Portsmouth $2,932,000 via the State General Funds Appropriation Grant under the Safer <br />Communities Grant Program. <br /> <br />Discussion: <br /> <br /> These funds will continue the program activities started under the FY25 Safer <br />Communities Grant. This grant will fund: <br /> Program Manager <br />o <br /> Mini-grants to community based organizations (Non-profits) <br />o <br /> Violence Interrupters <br />o <br /> Portsmouth United activities <br />o <br /> Police Community Engagement activities <br />o <br /> Violence reduction training <br />o <br /> <br /> <br /> <br /> <br /> <br />
