August 26, 2025 <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $2,932,000 by DCJS provides funding for the Police <br />Department. <br /> <br /> No local match is required as a condition of the grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Thomas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,932,000 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID SUM IN THE FY 2026 GRANTS FUND FOR USE BY THE POLICE <br />DEPARTMENT TO FUND THE PORTSMOUTH 2026 SAFER COMMUNITIES <br />PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 230 - Adoption of an ordinance appropriating $1,200,000 from the Fund Balance <br />of the General Fund to the FY 2026 General Fund Budget and authorizing the <br />provision of said funds to the Portsmouth Redevelopment and Housing Authority <br />for the Lexington Seniors Apartments project. <br /> <br />Background: <br /> <br /> The Portsmouth Redevelopment and Housing Authority is developing a new senior <br />housing complex to be known as Lexington Seniors Apartments on a portion of the former <br />Lincoln Park site. <br /> <br /> <br /> The development will have 105 units and will be for occupancy by seniors aged 62 <br />and up. <br /> <br /> <br /> The total cost of the development is anticipated to be $35,227,098. The cost is <br />being funded primarily through low income housing tax credit equity and VHDA loans. <br /> <br /> <br />Discussion: <br /> <br /> In January 2023 City Council indicated that it intended to provide $1,200,000 to <br />PRHA for the construction of Lexington Seniors Apartments. At the July 22, 2025, Work <br />Session, City Council requested by consensus that this proposed ordinance be placed on <br /> <br />the agenda. <br /> <br /> The proposed ordinance appropriates $1,200,000 from the Fund Balance of the <br />General Fund to the FY 2026 General Fund Budget and authorizes the City to provide <br /> <br />the funds to PRHA. <br /> <br />Financial Impact: <br /> <br /> The Fund Balance of the General Fund will be reduced by $1,200,000 and the <br />General Fund Budget will be increased by $1,200,000. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will provide the funds to PRHA for use in the development of Lexington <br />Seniors Apartments. <br /> <br />Motion by Ms. Bryant, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
