August 26, 2025 (g) Without limitation, this Use Permit is subject to Section 40.2-533(K) of the Zoning Ordinance, which provides that this Use Permit may automatically expire and become void if certain conditions set forth therein are not satisfied within two (2) years of the date of approval by the City Council. REVOCATION OF PERMIT: 7. Violation of any of the conditions set forth herein may serve as grounds for revocation of the use permit by City Council.” Ayes: Bryant, Dodson, Thomas, Tillage, Glover Nays: Hugel, Moody 25 - 195 - Use permit: 25-195(b): Motion by Mr. Hugel, and seconded by Mr. Tillage, to deny Item 25-195b (UP-25- 05), and was adopted by the following vote: Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover Nays: Dodson - City Manager’s Report - 25 - 227 - Adoption of an ordinance accepting HOME Investment Partnerships program income in the amount of $42,660 and appropriating said amount in the FY 2026 Community Planning and Development Program Fund. Background:  There is the need to add the following to the appropriation for the Community Planning and Development Program for FY 2026: $42,660 of program income generated by the repayment of a down payment and closing cost program loan and the repayment of a Home Care housing rehab program loan. Discussion:  The program income funds will be included in the Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM INCOME IN THE AMOUNT OF $42,660 AND APPROPRIATING SAID AMOUNT IN THE FY 2026 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND. ” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 25 - 228 - Adoption of an ordinance accepting funding in the amount of $150,000 from the Virginia 9-1-1 Services Board and appropriating said amount in the FY 2026 Grants Fund for the purchase of equipment to enhance 9-1-1 services.
