August 26, 2025 <br /> <br />(g) Without limitation, this Use Permit is subject to Section 40.2-533(K) of the Zoning <br />Ordinance, which provides that this Use Permit may automatically expire and become <br />void if certain conditions set forth therein are not satisfied within two (2) years of the date <br />of approval by the City Council. <br /> <br />REVOCATION OF PERMIT: <br />7. Violation of any of the conditions set forth herein may <br /> <br />serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Bryant, Dodson, Thomas, Tillage, Glover <br />Nays: Hugel, Moody <br /> <br />25 - 195 - Use permit: <br /> <br />25-195(b): <br /> <br /> Motion by Mr. Hugel, and seconded by Mr. Tillage, to deny Item 25-195b (UP-25- <br />05), and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: Dodson <br /> <br />- City Manager’s Report - <br /> <br />25 - 227 - Adoption of an ordinance accepting HOME Investment Partnerships <br />program income in the amount of $42,660 and appropriating said amount in the FY <br />2026 Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2026: $42,660 of program income generated <br />by the repayment of a down payment and closing cost program loan and the repayment <br />of a Home Care housing rehab program loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br />The funds are approved and available upon authorization of the <br /> <br />appropriation. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM <br />INCOME IN THE AMOUNT OF $42,660 AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2026 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 228 - Adoption of an ordinance accepting funding in the amount of $150,000 <br />from the Virginia 9-1-1 Services Board and appropriating said amount in the FY <br />2026 Grants Fund for the purchase of equipment to enhance 9-1-1 services. <br /> <br /> <br /> <br /> <br />
