July 22, 2025 <br /> <br />“ORDINANCE (1) ACCEPTING A BYRNE/JUSTICE ASSISTANCE GRANT IN THE <br />AMOUNT OF $30,663 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES, (2) APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND, <br />AND (3) TRANSFERRING $10,221 FROM THE ASSET FORFEITURE FUND TO THE <br />FY 2026 GRANTS FUND TO SERVE AS THE LOCAL MATCH, FOR THE PURPOSE <br />OF PURCHASING EQUIPMENT, SUPPLIES, AND TECHNOLOGY FOR THE POLICE <br />DEPARTMENT. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 214 - Adoption of an ordinance accepting HOME Investment Partnerships <br />program income in the amount of $26,700 and appropriating said amount in the FY <br />2026 Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add the following to the FY 2026 appropriation for the <br />Community Planning and Development Program: $26,700 of program income generated <br />by the repayment of a HOME program loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM <br />INCOME IN THE AMOUNT OF $26,700 AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2026 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 215 - Adoption of an ordinance accepting Sentara Cares Grant funds in the <br />amount of $42,064.08 from Tidewater Emergency Medical Services Council, Inc. <br />and appropriating said funds in the Fire, Rescue and Emergency Services category <br />of the FY 2026 General Fund Budget for use by PFRES to acquire, store, dispense, <br />and properly dispose of medications. <br /> <br />Background: <br /> <br /> As a result of the federal FDA Drug Supply Chain and Security Act, Virginia <br />emergency medical providers have been required to move from hospital-stocked EMS <br /> <br />drug kits to ownership of the kits by local 9-1-1 EMS agencies like PFRES. <br /> <br /> Sentara Healthcare, through the Sentara Cares Grant, provided a total of $200,100 <br />to the Tidewater Emergency Medical Services Council, Inc.
