July 22, 2025 Financial Impact:  The funding has a local match requirement of 15.5%, which match has previously been appropriated in the FY 2026 Social Services Fund budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will establish a budget line and make the appropriate budget adjustments. Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FAMILY PRESERVATION AND SUPPORT PROGRAM FUNDING IN THE AMOUNT OF $9,248 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR THE PROVISION OF SERVICES TO CHILDREN AND FAMILIES MEETING THE ELIGIBILITY REQUIREMENTS OF THE PROGRAM. ” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 25 - 213 - Adoption of an ordinance (1) accepting a Byrne/Justice Assistance Grant in the amount of $30,663 from the Virginia Department of Criminal Justice Services, (2) appropriating said amount in the FY 2026 Grants Fund, and (3) transferring $10,221 from the Asset Forfeiture Fund to the FY 2026 Grants Fund to serve as the local match, for the purpose of purchasing equipment, supplies, and technology for the Police Department. Background:  The Virginia Department of Criminal Justice Services (DCJS) has awarded Portsmouth federal funds in the amount of $30,663 under the FY 2026 Byrne/JAG - LE Equipment Program. The funding is for the purchase of law enforcement equipment. Discussion:  PPD will use the grant funds for equipment, supplies and technology to improve the Department’s officer wellness via additional gym equipment, a back-up fax machine to meet State Police reporting requirements, upgraded e-collars for our K-9 unit, and gun racks for patrol cars. Financial Impact:  The grant award is $30,663 in federal funds and requires a local cash match of $10,221. The proposed ordinance would appropriate the federal funds and also transfer money from the Asset Forfeiture Fund to the Grants Fund to serve as the local match. Recommended Action:  Adoption of the Ordinance Next Steps Following Council Action:  The City Manager will sign the Statement of Grant Award (SOGA).  The Finance Department will make the necessary budget adjustments.  The Chief of Police or his designee will provide grant management and oversight.
