July 22, 2025 <br /> <br />Financial Impact: <br /> <br /> The funding has a local match requirement of 15.5%, which match has previously <br />been appropriated in the FY 2026 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FAMILY PRESERVATION AND SUPPORT PROGRAM <br />FUNDING IN THE AMOUNT OF $9,248 FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL <br />SERVICES FUND FOR THE PROVISION OF SERVICES TO CHILDREN AND <br />FAMILIES MEETING THE ELIGIBILITY REQUIREMENTS OF THE PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 213 - Adoption of an ordinance (1) accepting a Byrne/Justice Assistance Grant <br />in the amount of $30,663 from the Virginia Department of Criminal Justice Services, <br />(2) appropriating said amount in the FY 2026 Grants Fund, and (3) transferring <br />$10,221 from the Asset Forfeiture Fund to the FY 2026 Grants Fund to serve as the <br />local match, for the purpose of purchasing equipment, supplies, and technology <br />for the Police Department. <br /> <br />Background: <br /> <br /> <br /> The Virginia Department of Criminal Justice Services (DCJS) has awarded <br />Portsmouth federal funds in the amount of $30,663 under the FY 2026 Byrne/JAG - LE <br />Equipment Program. The funding is for the purchase of law enforcement equipment. <br /> <br />Discussion: <br /> <br /> PPD will use the grant funds for equipment, supplies and technology to improve <br />the Department’s officer wellness via additional gym equipment, a back-up fax machine <br />to meet State Police reporting requirements, upgraded e-collars for our K-9 unit, and gun <br />racks for patrol cars. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award is $30,663 in federal funds and requires a local cash match of <br />$10,221. The proposed ordinance would appropriate the federal funds and also transfer <br />money from the Asset Forfeiture Fund to the Grants Fund to serve as the local match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will sign the Statement of Grant Award (SOGA). <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
