July 22, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 22, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City <br />Manager Steven Carter, Deputy City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of July 7, 2025, a Called Meeting of July 8, 2025, and of a Regular Meeting of <br />July 8, 2025, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />25 - 137 - Use Permit: <br /> <br />(b) UP-25-03 GEORGE WASHINGTON HWY. - Resolution granting the request <br />of R. Brown for a Use Permit to operate an entertainment <br />establishment on a portion of the 2012 Victory Boulevard parcel <br />designated as 4806 George Washington Highway in the General <br />Mixed-Use (GMU) zoning district. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this <br />property as a mixed-use corridor. The property is owned by <br />Washington/Victory LLC. Planning Commission recommends <br />approval with conditions. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to defer Item UP-25-03 to the <br />August 26, 2025, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />25 - 212 - Adoption of an ordinance accepting Family Preservation and Support <br />Program funding in the amount of $9,248 from the Virginia Department of Social <br />Services and appropriating said amount in the FY 2026 Social Services Fund for <br />the provision of services to children and families meeting the eligibility <br />requirements of the program. <br /> <br />Background: <br /> <br /> Funding for the Family Preservation and Support Program helps to strengthen the <br />family unit or to prevent or remedy neglect or abuse of children who may be at-risk of <br />entering foster care. <br /> <br /> The primary purpose of the Family Preservation and Support Program is to help <br />children and families that are in crisis who need short-term support to become self- <br />sustaining. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services is requesting funding in the amount of $9,248 to <br /> <br />provide services to children and families that meet eligibility requirements for the program. <br /> <br /> The funds will be used for counseling services, protective services, residential <br />services, and transportation services. <br /> <br /> <br /> <br /> <br /> <br /> <br />
