June 24, 2025 Discussion:  City Council Ordinance 2021-31 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2022 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  PPS is requesting the re-appropriation of $45,441,964 in federal grant funds that were unexpended prior to July 1, 2004, and the appropriation of $2,789,480 in new federal grant funds received during FY 2025.  The following table shows the impact of the proposed appropriation to the FY 2025 PPS Grants Fund: Current Additional Total Revised FY 2025 Appropriation FY 2025 Fund Appropriation Appropriation $42,093,197 $48,231,444 Grants Fund $90,324,641 Financial Impact  This appropriation involves only federal grant funds. It does not involve any local funds.  The appropriation to the FY 2025 PPS Grants Fund will increase by $48,231,444. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Ms. Thomas, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE (1) TO RE-APPROPRIATE UNEXPENDED FEDERAL GRANT FUNDS IN THE AMOUNT OF $45,441,964 FROM THE FY 2024 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET TO THE FY 2025 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET AND (2) TO APPROPRIATE NEW FEDERAL GRANT FUNDS IN THE AMOUNT OF $2,789,480 TO THE FY 2025 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET. ” Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover Nays: None - New Business - 25 - 182 - Boards and Commissions There were no appointments. 25 - 183 - Items Submitted by Council Members • Adoption of a resolution granting a one-year extension of Use Permit UP-23-07 to construct four townhouses at 3002 and 3006 Deep Creek Boulevard (Tax Parcels 0145- 0190 and 0145-0200). Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following resolution and was adopted by the following vote: “RESOLUTION GRANTING A ONE-YEAR EXTENSION OF USE PERMIT UP-23-07 TO CONSTRUCT FOUR TOWNHOUSES AT 3002 AND 3006 DEEP CREEK BOULEVARD (TAX PARCELS 0145-0190 AND 0145-0200).
