June 24, 2025  As part of the application process, the Virginia Tourism Corporation provided strict guidelines on how the money could be spent and the process by which funds could be awarded.  The Department of Museums and Tourism submitted acceptable programs and has been awarded a total of $42,500 in grant funding. These are both reimbursement grants and the City will need to spend the required 1:1 local match for the DMO grant and the required 2:1 local match for the MLP grant and submit all required reporting before the reimbursements will be issued. Discussion:  The grant funds received will be used to enrich the City’s fall 2025 and spring 2026 tourism advertising campaigns.  The adoption of the ordinance presented for Council consideration is required to accept and appropriate the grant funding. Financial Impact:  The DMO grant requires a 1:1 local match and the MLP grant requires a 2:1 local match. All funds for the local matches have been previously appropriated to the Department of Museums and Tourism in the FY 2026 General Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the necessary budget adjustments.  The Department of Museums and Tourism will implement the programs proposed in the applications and adhere to all guidelines and terms and conditions of the grants.  Upon completion, the Department of Museums and Tourism will provide a final report to the Virginia Tourism Corporation detailing the implementation of the programs. Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A MARKETING LEVERAGE TOURISM GRANT IN THE AMOUNT OF $22,500 AND A DESTINATION MARKETING ORGANIZATION TOURISM GRANT IN THE AMOUNT OF $20,000 FROM THE VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID FUNDS IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT OF MUSEUMS AND TOURISM FOR MARKETING. ” Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover Nays: None 25 - 181 - Adoption of an ordinance (1) to re-appropriate unexpended federal grant funds in the amount of $45,441,964 from the FY 2024 Portsmouth Public Schools Grants Fund Budget to the FY 2025 Portsmouth Public Schools Grants Fund Budget and (2) to appropriate new federal grant funds in the amount of $2,789,480 to the FY 2025 Portsmouth Public Schools Grants Fund Budget. Background:  City Council appropriated $22,445,509 to the FY 2025 Grants Fund for the Portsmouth Public Schools (PPS) by Ordinance 2024-40 adopted on May 14, 2024.  At the request of PPS, by Ordinance 2024-113 adopted on October 22, 2024, City Council re-appropriated state grant funding in the amount of $19,647,688 that was unexpended prior to July 1, 2024, from the FY 2024 PPS Grants Fund to the FY 2025 PPS Grants Fund.  On December 12, 2024, the Portsmouth School Board adopted a Resolution requesting that City Council (1) appropriate additional federal grant funding in the amount of $45,441,964 that was unexpended prior to July 1, 2024, from the FY 2024 PPS Grants Fund Budget to the FY 2025 PPS Grants Fund Budget and (2) appropriate new federal grant funding in the amount of $2,789,480 to the FY 2025 PPS Grants Fund Budget.
