June 24, 2025 <br /> <br /> <br /> As part of the application process, the Virginia Tourism Corporation provided strict <br />guidelines on how the money could be spent and the process by which funds could be <br />awarded. <br /> <br /> <br /> The Department of Museums and Tourism submitted acceptable programs and <br />has been awarded a total of $42,500 in grant funding. These are both reimbursement <br />grants and the City will need to spend the required 1:1 local match for the DMO grant and <br />the required 2:1 local match for the MLP grant and submit all required reporting before <br />the reimbursements will be issued. <br /> <br /> <br />Discussion: <br /> <br /> The grant funds received will be used to enrich the City’s fall 2025 and spring 2026 <br /> <br />tourism advertising campaigns. <br /> <br /> The adoption of the ordinance presented for Council consideration is required to <br /> <br />accept and appropriate the grant funding. <br /> <br />Financial Impact: <br /> <br /> The DMO grant requires a 1:1 local match and the MLP grant requires a 2:1 local <br />match. All funds for the local matches have been previously appropriated to the <br />Department of Museums and Tourism in the FY 2026 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br /> The Department of Museums and Tourism will implement the programs proposed <br /> <br />in the applications and adhere to all guidelines and terms and conditions of the grants. <br /> <br /> Upon completion, the Department of Museums and Tourism will provide a final <br /> <br />report to the Virginia Tourism Corporation detailing the implementation of the programs. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A MARKETING LEVERAGE TOURISM GRANT IN THE <br />AMOUNT OF $22,500 AND A DESTINATION MARKETING ORGANIZATION <br />TOURISM GRANT IN THE AMOUNT OF $20,000 FROM THE VIRGINIA TOURISM <br />CORPORATION AND APPROPRIATING SAID FUNDS IN THE FY 2025 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF MUSEUMS AND TOURISM FOR <br />MARKETING. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 181 - Adoption of an ordinance (1) to re-appropriate unexpended federal grant <br />funds in the amount of $45,441,964 from the FY 2024 Portsmouth Public Schools <br />Grants Fund Budget to the FY 2025 Portsmouth Public Schools Grants Fund <br />Budget and (2) to appropriate new federal grant funds in the amount of $2,789,480 <br />to the FY 2025 Portsmouth Public Schools Grants Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $22,445,509 to the FY 2025 Grants Fund for the <br />Portsmouth Public Schools (PPS) by Ordinance 2024-40 adopted on May 14, 2024. <br /> <br /> At the request of PPS, by Ordinance 2024-113 adopted on October 22, 2024, City <br />Council re-appropriated state grant funding in the amount of $19,647,688 that was <br />unexpended prior to July 1, 2024, from the FY 2024 PPS Grants Fund to the FY 2025 <br />PPS Grants Fund. <br /> <br /> On December 12, 2024, the Portsmouth School Board adopted a Resolution <br />requesting that City Council (1) appropriate additional federal grant funding in the amount <br />of $45,441,964 that was unexpended prior to July 1, 2024, from the FY 2024 PPS Grants <br />Fund Budget to the FY 2025 PPS Grants Fund Budget and (2) appropriate new federal <br />grant funding in the amount of $2,789,480 to the FY 2025 PPS Grants Fund Budget. <br /> <br /> <br /> <br /> <br /> <br />
