June 24, 2025 <br /> <br />Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 179 - Adoption of an ordinance to transfer $250,000 from the Social Services <br />Fund to the Children’s Services Act Fund to increase the funding available to serve <br />as the required local match for mandated services. <br /> <br />Background: <br /> <br /> The City allocated $707,977 of local matching funds as part of the overall $2.6 <br />million FY 2025 budget for the Children’s Services Act Fund. However, due to increased <br />demand for mandated services, this allocation may not be sufficient to cover the required <br />local match amount for FY 2025. <br /> <br /> The City allocated $3,470,219 of local matching funds as part of the overall $23.2 <br />million FY 2025 budget for the Social Services Fund. Department of Social Services staff <br />does not anticipate needing the full budgeted local match amount by the end of the FY <br />2025 fiscal year. <br /> <br />Discussion: <br /> <br /> The transfer will ensure that the FY 2025 Children’s Services Act Fund Budget will <br /> <br />include enough money to satisfy the local match requirement for mandated services. <br /> <br /> “Mandated services” refer to youth who require foster care services and/or youth <br />in foster care by court order. Mandated services also include youth who require <br />placement for purposes of special education in a private school mandated by an <br />Individualized Education Program (IEP), and youth determined to be a Child in Need of <br /> <br />Service (CHINS). <br /> <br />Financial Impact: <br /> <br /> Expenditures and revenues in the FY 2025 Social Services Fund budget would be <br />decreased by $250,000. <br /> <br /> Expenditures and revenues in the FY 2025 Children’s Services Act Fund budget <br />would be increased by $250,000. <br /> <br /> There would be no net impact to the General Fund. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $250,000 FROM THE SOCIAL SERVICES FUND TO <br />THE CHILDREN’S SERVICES ACT FUND TO INCREASE THE FUNDING AVAILABLE <br />TO SERVE AS THE REQUIRED LOCAL MATCH FOR MANDATED SERVICES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 180 - Adoption of an ordinance accepting a Marketing Leverage Tourism Grant <br />in the amount of $22,500 and a Destination Marketing Organization Tourism Grant <br />in the amount of $20,000 from the Virginia Tourism Corporation and appropriating <br />said funds in the FY 2025 Grants Fund for use by the Department of Museums and <br />Tourism for marketing. <br /> <br />Background: <br /> <br /> The Virginia Tourism Corporation makes available annually a menu of grants and <br />cooperative marketing programs to assist localities and tourism-related businesses in <br />driving tourism business to Virginia. Depending on the number of applications, grants <br />may or may not be funded at 100%. <br /> <br /> <br /> Portsmouth applied for $50,000 in Marketing Leverage Tourism (MLP) funding and <br />$20,000 in Destination Marketing Organization Tourism (DMO) funding. Due to the <br />number of applications, Portsmouth’s funding request for the MLP was only partially met <br />while the DMO grant request was fully funded. <br /> <br /> <br /> <br /> <br /> <br />
