June 24, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 24, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Mark A. Hugel, Vernon L. Tillage, Jr., Kathryn W. Bryant, Dr. <br />William S. Dodson, Jr., Yolanda E. Thomas, City Manager Steven Carter, Deputy City <br />Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the minutes of a Called <br />Meeting of June 9, 2025, a Called Meeting of June 10, 2025, and of a Regular Meeting <br />of June 10, 2025, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> Employee retirement announcement. <br /> <br /> <br /> Graduation acknowledgement for the Portsmouth Government 101 Class. <br /> <br />- City Manager’s Report - <br /> <br />25 – 178 - Adoption of an ordinance accepting with appreciation the donation of a <br />2008 Northwind Boat and a King Boat Trailer from the City of Norfolk for use by the <br />Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> City of Norfolk Fire-Rescue has offered to transfer ownership of a 2008 Northwind <br />Boat and a 2008 King Boat Trailer to Portsmouth Fire, Rescue and Emergency Services. <br />The donation aligns with the shared commitment to public safety and emergency <br />response. <br /> <br />Discussion: <br /> <br /> The Department of Fire, Rescue and Emergency Services will utilize the fireboat <br /> <br />for public safety and emergency responses. <br /> <br />Financial Impact: <br /> <br /> This is a donation by the City of Norfolk. No funding or in-kind services are required <br />as a condition of the donation. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Fleet Services and the Department of Fire, Rescue and Emergency Services will <br /> <br />accept the transfer and begin use. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION THE DONATION OF A 2008 <br />NORTHWIND BOAT AND A KING BOAT TRAILER FROM THE CITY OF NORFOLK <br />FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES. <br />” <br /> <br /> <br /> <br /> <br /> <br /> <br />
