<br /> At a Regular Meeting of the City Council on Tuesday, April 25, 2000,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.

<br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on April 11, 2000, a Regular Meeting of April 11, 2000, and a Called
<br />Meeting on April 18, 2000, and was adopted by unanimous vote.

<br />00 - 90 - Presentations:
<br />
<br />Proclamation presented to Chief Leonard Cooke for "Police Week".
<br />
<br />Presentation to Jacqueline Yelity of the Distinguished Budget Presentation Award for
<br />the Fiscal Year Beginning July 1, 1999.
<br />
<br />- Public Hearings -
<br />
<br />00 - 91 - Public hearing on proposed increases to water, sewer, refuse and E-911 rates;
<br />and on higher collections for real estate taxes due to increases in assessment.
<br />
<br />1. William Copeland, 2107 Staunton Avenue, spoke in opposition to increase assessed
<br /> value and increase in refuse fees.
<br />
<br />00 - 92 - Public hearing on a proposed resolution to authorize the City to contract a debt
<br />and issue general obligations of the City in the form of General Obligation Public
<br />Improvement Bonds or, in anticipation of issuance thereof, General Obligation Public
<br />Improvement Bond Anticipation Notes, in the principal amount of $5,640,000 to finance
<br />the cost of various public improvement projects.

<br />00 -93 - Public hearing on use permit and street closure applications:

<br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request
<br />of the City of Portsmouth for the closure of all that portion of Ruth
<br />Brown Avenue (formerly Second Street) lying south of the south
<br />right-of-way line of Wythe Street and north of the north right-of-way
<br />line of Wavy Street, if extended easterly across Ruth Brown
<br />Avenue; the portion of Ruth Brown Avenue to be closed and
<br />vacated all lying east of the centerline of Ruth Brown Avenue, it
<br />being the intent hereof that the portion of Ruth Brown Avenue
<br />remaining open after such closure and vacation shall be open to
<br />use as a public right-of-way for pedestrian and vehicular traffic.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance,
<br />and was adopted by the following vote:
<br />
<br />"AN ORDINANCE CLOSING AND VACATING THE EASTERN THIRTY (30) FEET OF
<br />RUTH BROWN AVENUE {FORMERLY SECOND STREET), LOCATED SOUTH OF
<br />THE SOUTH RIGHT OF WAY LINE OF WYTHE STREET AND NORTH OF THE
<br />NORTH RIGHT OF WAY LINE OF WAVY STREET, IF EXTENDED EASTWARDLY
<br />ACROSS RUTH BROWN AVENUE."
